The provision of animal health care to smallholders in Africa: an analytical approach

Abstract: Many of the problems associated with the delivery of quality veterinary services to smallholders in Africa are attributed to the complexity of the provision of animal health care (AHC) in sub-Saharan Africa. In this region, a holistic and analytical approach is needed to determine area-specific requirements for sustainable, and thus quality, AHC. This study examines three components of the animal health care system in sub-Saharan Africa, namely, the structure, the process and the outcomes. It focuses particula… Show more

“…The lack of trust in the effectiveness of interventions also emerged from the interviews. This may be understood in relation with the lack of observability of the quality of veterinary services: difficulty in distinguishing counterfeit products and in estimating the actual qualification of technicians (Van den Bossche et al, 2004). Facing the absence of animal health care in the zone, actions aimed at building capacities in veterinary services and building trust between them and farmers might much improve livestock production and farmers' livelihoods.…”

“…Van Den Bossche et al (2004) described the complex socio-economic mechanisms impairing the development of veterinary services in rural zones of Africa. Private veterinarians are poorly equipped and unwilling to work in remote camel-rearing areas.…”

“…As to whether the differences were substantial enough to warrant location-specific AHC delivery systems as recommended by Van den Bossche et al (2004) is doubtful. The practicality of setting up diverse systems and the resources needed to start and run different systems needs to be ascertained and costs and benefits computed.…”

“…The public sector services are being restructured with cost recovery, privatisation and decentralisation as the main tools (Turkson 1998). It is argued that despite spatial and temporal variations in the supply of AHC, restructuring of AHC systems has often been done in paradigmatic manner, ignoring geographical and temporal specificities crucial for a quality AHC system, resulting in a call for location-specific delivery systems, rather than generic solutions (Van den Bossche et al 2004). Chilonda and Huylenbroeck (2001) suggested analysis of differences in demand response between regions with different types of veterinary services organization.…”
