This study aims to analyze the effect of digitalization on government effectiveness in developing and developed countries. It uses a panel methodology with data from 138 countries between 2006 and 2016. The results suggest that a government's use of information and communication technologies (ICT) improves its effectiveness in both developing and developed countries.However, this effect is stronger in developed than in developing countries. Moreover, we find that the effect of aggregate ICT use by individuals, businesses, and government on overall government effectiveness is greater than that of individual use by each individually. The results are robust after several tests (reverse causality, dynamic effect, sensitivity analysis, heterogeneities, and alternative measurements). These results highlight the fact that governments could fully benefit from digitalization by adopting policies that promote access to and use of ICT at all levels of the economy, that is, the government itself, businesses, and individuals.

Los procesos de transformación digital han evolucionado desde posiciones centradas en la tecnología hasta planteamientos de cambio de carácter más integral. En su aplicación al ámbito de la gestión de recursos humanos aparece una progresión similar, desde iniciativas centradas en la automatización hasta las que se orientan a facilitar cambios más substantivos. El potencial de cambio de esta transformación digital se plasma tanto en la automatización de los diferentes subsistemas de la gestión de personal como en su integración a través de la analítica de recursos humanos. Para desplegar este proceso en las organizaciones del sector público resulta esencial contar con las capacidades adecuadas, entre las que destacan las políticas y estratégicas, las de gestión organizativa y la analítica. La confluencia permite apuntar las bases para la introducción de un cambio en el modelo de función pública.

This paper aims to understand how and why institutional barriers constrain digitalization of government budgeting in a developing country context. E-Government studies that specifically focus on public sector budgeting as a cross-agency activity remain limited. While the dominant research focus has been on government interactions with citizens and businesses, budgeting as a significant cross-agency process is yet to receive the necessary research attention. To address this gap, this study employed institutional theory as the analytical lens and qualitative, interpretive case study as the methodology to investigate a government budgeting digitalization project and related challenges in the developing country context of Ghana. The findings show that outdated laws and the culture of paper document flows were institutional barriers to the budgeting digitalization. Other barriers included nonuse of an integrated system implementation approach as well as inadequate and unreliable online access for all the participating units. The originality of the paper lies in its focus on government budgeting as a significant e-government research phenomenon.
