The importance of this research relates to the need for increasing the human capital of Russian science and for assisting the spatial development of the country, particularly, its border areas. This study tests several hypotheses. The first one holds that the outflow of researchers will reduce over the next few years. Others concern factors affecting the number of researchers in the Russian Federation in general and its Baltic part in particular. These factors include salaries and workplace environment. Methodologically, the study draws on Russian and international sources on the migration of researchers and builds models of two types to trace connections and to produce forecasts, while calculating the emigration rate. The models of the first type describe how the amount of salary and workplace conditions affect the number of researchers. These are vector autoregression models built in the R software environment, using statistical time series. The models of the second type use Excel forecast function to carry out prospective evaluations of the number of researchers and migration rates. The study did not confirm the hypothesis that the reduction in the number of researchers was slowing down in Russia and St Petersburg in particular. Thus, the state measures aimed to preserve the human capital of national science will be insufficient to prevent either a decline in the number of researchers or their emigration in the near future. The article provides concrete recommendations for reforming the system of remuneration in research to reverse the negative trend.

International experience has shown that close cooperation with the national scientific diaspora is crucial to strengthening the scientific and technical potential of a society. A review of academic papers revealed specific features of the global movement of scientific personnel, which causes, among other things, mutually beneficial cooperation of emigrant scientists and the donor country. For example, China, India, Korea, Taiwan, and Iran have instituted successful policies with regard to national scientific diasporas. However, the literature reveals that in Russia measures in this direction instituted by the state are inconsistent. In this study, the authors formulate proposals that should contribute to the expansion of interaction with the Russian scientific diaspora.

In this article, we have argued that highly qualified worker (HQW) immigration to Russia does not correspond to the demand of the Russian labor market due to an inappropriate established criterion in Russian immigration policy. Our examination of the statistical data of the Federal State Statistics Service (Rosstat) and the Ministry of Internal Affairs of the Russian Federation show that there is a high demand for specialists with higher qualifications in the healthcare, education, and science, and technology spheres, while foreign HQWs mainly work in spheres such as real estate, sales, manufacturing, etc. It is therefore clear that HQW immigration to Russia does not fully correlate with the needs of the Russian labor market. Furthermore, the attraction of foreign HQWs is not solving the root cause of the deficit of skilled labor in the country. Moreover, taking into account the rising number of foreign HQWs in Russia and considering possible economic benefits and human capital development, HQW immigration policy should be also furthered in accordance with the balance of supply and demand on the labor market in the context of economic activities and with consideration of the real needs of the economy with regard to specific specialities.
