IMT-GT into national plans by recognizing regional cooperation as part of the national development strategy and improving physical connectivity, expediting the implementation of priority connectivity projects, and developing robust project pipelines. It is also critical to remove impediments to the mobility of people, vehicles, and goods by pilot testing ASEAN trade and transport agreements in IMT-GT and relaxing labor mobility. Strategy 2: Augment regional capabilities through cross-border cooperation programs to build micro, small, and medium-sized enterprise (MSME) production capabilities by encouraging large firms to support MSMEs, engaging MSME associations, promoting digitization of MSMEs and Executive Summary xvii their alliances, and initiating industry-specific programs. Build a strong technological base by establishing a research fund, initiating technology collaboration programs, and promoting faculty exchange and internships. Develop research and development (R&D) alliances in palm oil and rubber industries within the region and with international companies, and ensure sustainable development of rubber and palm oil plantations and industries. Besides, local governments and private sector participation are needed to strengthen social capital by instituting small-scale funds for projects and activities to sustain participation in IMT-GT. Strategy 3: Promote regional and/or cross-border value chains by leveraging the development ladder formed in IMT-GT and customizing trade and investment policies to generate cross-border economic and institutional synergies, e.g., harmonizing product standards, rules, and regulations. Plan direct policy interventions to promote cross-border chains by identifying leading sectors, encouraging the formation of industry consortia, structuring value chains of select products, and encouraging regional and domestic companies as anchor firms in targeted sectors. Systematic approaches to building capabilities of regional firms to participate in regional value chains can also be adopted. Strategy 4: Adopt a rigorous branding and marketing strategy for the IMT-GT subregion to position it as an investment destination for food, palm, and rubber industries and as a global hub for rubber and palm industries. The investment promotion agencies of each member state can develop a national web page on IMT-GT subregional economic zones with regularly updated information. Competitive Approach Strategy 5: Improve the attractiveness of SEZs and industrial zones by promoting sustainable economic zones including logistics parks and incorporating sustainability criteria in site selection and master plans of the zones. Compensate the locational disadvantages through strategic master planning of the economic zones, including innovative on-site solutions, specialized infrastructure to cater to a specific investor, on-site social infrastructure, centers for labor training, and off-site infrastructure. ABSTRACT The aim of this study is to examine the impact of migration from Syria on Turkey's social capital. In this context, Turkey's social capital index produced at the provincial level and be considered as intervention year of 2012, the pre-intervention of 2007 and 2017 were evaluated after the intervention. One of the methods accepted in the impact analysis literature to examine the impact of immigrants who entered Turkey after the Syrian civil war on social capital; single group designs, comparative group designs, difference-in-difference method and trend score matching methods are applied and the results are interpreted. Accordingly, it was observed that Syrian migration did not have a positive or negative effect on the social capital index values evaluated within the scope of the criteria discussed in this study.
