The implementation model of planning rules in spatial plans

Abstract: The implementation of spatial plans in past practice in Serbia was the weakest link of planning-theoretically insufficiently studied, methodologically vague and non-positioned, and only formally and partially carried out in practice. There is a general agreement that implementation should be perceived and oriented through spatial plans, in order to maximize the effect on other factors beyond the planning system. For that reason it is necessary to define theoretically the model of implementation for the spatial… Show more

“…Six strategies emerged as major prerequisites to achieve full and active community participation in tourism planning associated with protected areas are: public awareness and education; capacity building; creation of linkages; use of appropriate participation methods; involvement of appropriate local community organisations and decentralisation and coordination of relevant management organisations" [9]. Proper implementation of the participation procedure and transparency of the planning process are the guarantee of quality implementations of plans in the future [10][11][12][13][14]. The general conclusion is that some global topics, as well as practical experience, can be used with certain adjustments to the situation and systemic frameworks in the Republic of Serbia.…”

“…• the fact that implementation directly depends on what we are planning, that is, on the types and methods of planning. Accordingly, a model of implementation of spatial and urban plans should be defined in the following way: "A model of implementation of a spatial plan is a simplified representation of a set of related planning decisions on actions in the future, which reflects logical, functional and time-coherent planning action, depending on the type and methods of planning" [26].…”

“…In addition to the mentioned elements of spatial plans, which indicate a simultaneous elaboration of aspects of protection and aspects of development for areas of protected natural resources, a comparative analysis of the application of the elements and models of implementation in the special purpose spatial plans was also carried out (Stefanović et al, 2015). The analysis was based on the attitude that the "model of the implementation of spatial plans is a simplified presentation of a set of the related planning decisions on future actions, thus reflecting the logical, functional and time coherence of the planning actions depending on the type and method of planning" .…”
