Rural Effectiveness Evaluation: A New Way of Assessing Village Development Status

China is currently at a crucial stage of rural revival and transformation growth. Accurate measurement of rural development status is able to provide decision-making services for rural revitalization plan implementation. To address this issue, combining with effectiveness concepts and on the basis of the widely recognized “production–living–ecology” perspective of rural development in the world, this study proposes an innovative technical evaluating system for rural effectiveness. We constructed a rural effectiveness evaluation index system and measurement model, as well as a four-quadrant approach to identify the effectiveness of villages, selecting Xintai county, a typical resource-depleted city, for empirical analysis to verify the evaluation technical system. The results show that (1) 220 villages had comprehensive effectiveness, accounting for 27.8% of the total; the amount of effectiveness for villages in terms of the production, living, and ecological dimensions were 204, 229 and 195, respectively, and they clearly displayed heterogeneity in terms of spatial distribution. (2) The following are village effectiveness dominant types: the function dominates the comprehensive effectiveness. For each dimension, there is a functionally dominant type. (3) Bivariate Moran′s I analysis revealed the relationships’ internal effectiveness. In the same dimension, there was a conflict between efficiency and function. In each dimension, trade-offs were found between the production function, ecological function, living efficiency, as well as production efficiency, ecological function, and efficiency. Synergies were found among the production function and ecological efficiency. Living efficiency had synergies with production efficiency and ecological efficiency. This research enriched the theoretical approach of assessing rural development status and can help guide the rational conversion of village elements to achieve village transformation and sustainability development, as well as providing technical assistance for the implementation of the rural revitalization strategy.

This study examined land use land cover change and its determinants in Tigray, Ethiopia and its livelihood zones. We used socioeconomic panel, and satellite data, and applied a mixed-effects model to analyse the factors influencing land allocation among different uses, and transition matrix to analyse land cover dynamics. The results revealed that; land use choices were influenced by plot level factors (such as plot elevation, distance, soil type and quality, and land tenure), household characteristics (such as education, dependency ratio, plot size and number owned, income, livestock and asset, perception of climate change, and access to market and main road), and community level factors (precipitation, product price, population density and livelihood zone variations). Transition matrix analysis showed that between 1986 and 2016, 12.8% of forest was converted to bare land, 6.26% bare land was converted to pasture, and 5.84% of cropland was converted to forest. However, net deforestation occurred in most of the livelihood zones. Therefore, local communities faced environmental and socio-economic challenges from capital constraints induced land fallowing, land fragmentation, and unmanaged land cover change. The study recommended sustainable land use planning and management, market linkages, improved access to roads, forestry subsidies, land tenure security, and land consolidation programs.

Changing coastal zones in Indonesia, such as coral reefs, seagrass, and mangroves, have an impact on tropical ecosystems. Excessive exploitation and sedimentation, in particular, have threatened the mangrove at Segara Anakan Cilacap. In order to evaluate temporal land cover changes and the impact of high siltation on the Segara Anakan lagoon system in Cilacap, Indonesia, a research was conducted. The land cover data from SPOT 4 was available in 2008, and the Sentinel-2A data was available in 2019. The Normalized Difference Vegetation Index (NDVI) was used to enhance the Macro Class with supervised classification utilizing Maximum Likelihood techniques. Mangroves and water bodies declined between 2009 and 2019, whereas settlements and farmland areas increased, according to this study. In the western part of Segara Anakan, extensive siltation altered the biomass, structure, and composition of mangrove vegetation. At high sedimented habitats, Acanthus and Derris dominate, followed by Nypa. The changes in land cover and land use had an impact on socioeconomic factors. Decreases in water bodies and mangrove areas, as well as an increase in farmland, were significantly linked to a shift in society's livelihoods from fishermen to farmers. The destruction of mangrove habitats in the Segara Anakan has been accelerated by anthropogenic activity and population pressure. Because this sensitive environment is constantly threatened by anthropogenic activity and climate change, effective management of the Segara Anakan Lagoon mangrove ecosystem is important for its long-term viability.
