The aim of this paper is to analyze the impact of the COVID-19 crisis on the business operations of small and medium-sized enterprises (SMEs) in Serbia as well as to identify the best ways to overcome the crisis effects and stimulate further SME growth. On a sample of 689 SMEs in Serbia, in the present paper we study the impact of the COVID-19 crisis on both the overall business of firms and certain aspects of their business (demand, logistics, organization of business activities, collection of trade receivables, and access to financing). The results of our research suggest that the crisis effects vary across the SME sector depending on the business activity, size, region an SME operates in, and the extent of achieved business digitalization and networking during the pandemic. Lastly, based on the effects of the COVID-19 crisis on the business operations of SMEs in Serbia and taking into account the experiences of other economies with the COVID-19 crisis as well as the lessons learned from previous crises, in this paper we highlight the significance of innovation and possible innovation responses of SMEs to the crisis effects as the ways to overcome it.

This study investigates the impact of the COVID-19 pandemic on MSMEs and how Government intervention affects their capacity to survive. Through a survey of 368 respondents, namely debtors/beneficiaries, aid distributors, policymakers, and supervisors, this case study finds that the COVID-19 pandemic has resulted in business delays. The finding means that the government assistance schemes are the key to business continuity for MSMEs during the COVID-19 pandemic. With the help from the Government, the business actors in the sample of this study can maintain their business. Although some MSMEs reduced the number of workers employed, some MSMEs still survived, even increased their workers and business turnover. While the research identifies key success factors of Government programs, there are also some challenges in their implementation. This study recommends that the Government continues giving assistance programs for MSMEs. In addition, the Government should relax requirements while focusing on new beneficiaries. Building an integrated MSME database is also necessary, and in the future, the Government must integrate the assistance program with financial literacy and innovation programs. The policy implication of this research is that the future programs of government poverty alleviation need to focus on MSMEs.

Researchers have emphasized the role of e-commerce for small enterprises in improving their performance. However, there is limited evidence on the use of e-commerce by small enterprises, and e-commerce adopters and non-adopters dealing with COVID-19. Therefore, the purpose of this study is to investigate the differences in the impact of COVID-19 on income between small enterprises that are adopters and non-adopters of e-commerce. This study also explored the impact of restrictions on community activities, the intention to adopt e-commerce, and the types of assistance required by small enterprises due to the pandemic. Data were collected through an online questionnaire survey among small enterprises that operate in the culinary field (1,024 small enterprises in Indonesia). The data were analyzed using descriptive analysis, cross-tabulation, and the Mann-Whitney test. This study finds that non-adoption of e-commerce caused small enterprises to experience a decline in income, which worsened due to restrictions of community activities, compared to adopters of e-commerce. Therefore, to overcome this negativity, small enterprises were pushed to adopt e-commerce. Finally, working capital assistance is the main assistance required due to the pandemic both by e-commerce adopters and non-adopters. This study has significant implications for how small enterprises and governments may benefit from e-commerce dealing with extreme disruptions such as the COVID-19 pandemic.
