“…In regional networks, these fall into three major types: economic spillover, technological spillover, and knowledge spillover (see Anandajayasekeram, Martella, and Rukuni, 1996, for a detailed discussion). Models exist to analyze economic spillover effects (Edwards and Freebairn, 1984;Davis, Oram and Ryan, 1987), but these models are data intensive. There is a need to develop simple but adequate methods and techniques that can be operationalized with available data.…”

“…These data provide a baseline against which to estimate gains that can be expected from further improving BNF as a result of research or by direct application of known technologies. With discounting for factors such as probability of success, time lags and ceiling rate of adoption, reasonable estimates can be made for costs and benefits of a suggested research and/or development effort (Davis et al, 1987(Davis et al, , 1994Edwards and Freebairn, 1984;Norton and Davis, 1981;McKenney et al, 1991).…”

“…More recent contributions to the literature also demonstrate that, the payoffs and distribution of payoffs from research and development (R&D) along the food value chain depend critically on the economic nature of the value chain (Freebairn et al 1982(Freebairn et al , 1983Alston and Scobie 1983;Edwards and Freebairn 1984;Holloway 1989;Alston et al 1995;Wohlgenant 1997). 1 The distribution of payoffs can shift up and down the chain depending on many economic variables.…”
