The first Swedish Read & Publish agreement: An evaluation of the Springer Compact pilot

Abstract: In this paper we summarise the lessons learned from the first Swedish Read & Publish agreement: Springer Compact with Springer Nature (2016-07-01-2018-12-31). We set out to put the Swedish agreement in an international context and to examine the effects of the agreement regarding economy, publication outcome, administration and researchers' attitudes

“…Between 2007 and 2012, the University of Goettingen had an agreement for hybrid open access in Springer journals (Mueller-Langer & Watt, 2018). The Max Planck Society participated in the Springer Compact program, a read and publish agreement (Olsson et al, 2020). Launched in 2017, the German BMBF Post Grant Fund did not explicitly exclude hybrid open access.…”

“…However, ‘the approach also has significant drawbacks, notably the risk of entrenching the existing structure of the journals market and locking up even more money in big deals rather than reducing overall costs’ (Lawson, 2019). When assessing the results of the first TA signed in Sweden with Springer for the period from 2016 to 2018, Olsson, Francke, Lindelöw, and Willén (2020) reached similar conclusions. The advantages of TAs would include the increase in OA publishing, improved workflows, and ease for researchers.…”

“…This is increasingly realized in the form of transformative agreements, which seek to move the stake of contracts between institutions and publishers away from subscription-based reading toward open access publications. While transformative agreements could help to reduce the administrative burden of the payment procedure for researchers, they have also been criticized for the fact that they do not sufficiently change the publishing model, resulting in a costly way of achieving open access (e.g., ESAC, 2018;Lawson, 2019;Olsson et al, 2020). A better solution might be, therefore, to establish more open access journals that do not charge authors processing fees, so-called diamond or platinum open access journals.…”
