ÖzKüreselleşme ile birlikte, lojistik faaliyetlerin önemi hem ülkeler hem de şirketler için artmıştır. Özellikle hükümetler, son yıllarda bu konuda kendilerini geliştirmeye çalışmaktadırlar. Bu sebepten dolayı, Dünya Bankası ülkelerin lojistik faaliyetleri ile ilgili olarak 2007 yılından beri Lojistik Performans İndeksi (LPİ)'ni yayınlamaktadır. LPİ'nin "gümrük", "altyapı", "uluslararası sevkiyat", "lojistik hizmetlerinin kalitesi", "izleme / takip" ve "zamanındalık" olmak üzere altı farklı alt boyutu vardır. Çalışmanın amacı, Türkiye ile Avrupa Birliği (AB) üye ülkeleri arasında lojistik etkinlik kıyaslaması yapmaktır. Bu araştırmada, 2007 yılından beri yayınlanan altı farklı LPİ'ye göre, Türkiye ile AB ülkeleri için Veri Zarflama Analizi (VZA) ve Malmquist yöntemi ile etkinlik analizi yapılmıştır. Çalışmanın sonucunda, AB üye ülkeleri ile kıyaslandığında, Türkiye'nin etkinlik değerinin yıllar içinde dalgalı bir seyir izlediği sonucuna varılmıştır. Türkiye, LPİ'nin tüm alt boyutlarını iyileştirme adına gerekli teknik ve hukuki düzenlemeleri yapmalıdır.

This article aims to test the weight that main sub-components of the global competitiveness index might have on the logistics performance index. We deploy a novel technique based on three newly particularised clusters ('infrastructure', 'institutions' and 'human factor') to look into whether such clusters are related to efficiency in the 28 European Union's countries. It is manifest that the human factor is far more important for improving the logistics performance index than infrastructure and institutions. It follows that in this new domain of analysis, all initiatives to prioritise investment on the human factor are appropriate means of stimulating innovation and economic outlook, perceived that the logistics sector accounts for an average of 10% of the European Union's GDP.
