The shift to the knowledge-based economy and fast technological development put pressure on higher educational institutions with regard to the modernization of curricula, providing possibilities to overcome the skill gap and finding new tools for ensuring the quality of education services that correspond with the labor market needs. The purpose of the paper is to present the analysis of challenges and results of a currently piloted tool – dual studies – based on best German applied education practices. Authors investigate formal and informal obstacles for the introduction of this innovation in the national context, as well as solutions and potential benefits. The latter are social (decreasing the graduates’ unemployment level), economic (providing the labor market with well-educated labor force equipped with relevant qualifications) and individual (image improvement of companies, advancement of higher educational institution competitiveness and financial support of students, as well as smoothening the shift to the world of work) both short- and long-term. However, despite clear positive socio-economic effects, the dynamics of dual studies introduction as an innovation by stakeholders is far from optimistic due to the unfinished process of the formation of approaches to the dual studies management, which undermines the development of cooperation networks of the three key stakeholders – a higher educational establishment, a company and a student. There is also a current need in updating teaching methodologies, development of new relevant educational programs, curricula, modernization of the content of pre-tertiary and tertiary professional education based on an integrated approach and dual education principles. With regard to the above-listed tasks to be solved and despite a number of structural obstacles, the dual form of education is being implemented in Ukraine, which adds up to building social partnerships between educational institutions, students and employers.

ПРАКТИКО-ОРІЄНТОВАНА МОДЕЛЬ ПРОФЕСІЙНОЇ ОСВІТИ В умовах трансформації економіки України дефіцит кваліфікованих кадрів стає однією з головних перешкод розвитку промисловості, аграрного виробництва, будівельної галузі, соціальної інфраструктури. Передумовою економічного зростання є збереження і розвиток професійно-технічної освіти. Проблема потребує системного підходу до вирішення питань підготовки кваліфікованих працівників, у межах якого координуються законодавчі, нормативні, організаційно-управлінські, фінансові та програмнопедагогічні заходи. В Україні рішення про впровадження практико-орієнтованої (дуальної) освіти ухвалено 2018 року. За основу взято досвід навчання у Німеччині. Для напрацювання досвіду функціонування нової моделі професійної освіти необхідний певний час, проте само по собі визнання і копіювання міжнародної практики не вирішує економічних і соціальних питань підготовки кваліфікованих кадрів. Дуальна модель передбачає залучення до системи професійної освіти роботодавців як провайдерів освітніх послуг. В Україні, як і у багатьох країнах світу, упровадження дуальної моделі в такому форматі є проблематичним. Відсутня достатня нормативна база та інституціональні механізми для зацікавленості роботодавців у розвитку дуальної форми навчання як прогресивної форми здобуття освіти, що відрізняється від інших форм, застосованих у рамках практико-орієнтованої професійної освіти. У роботі дуальну освіту розглянуто як інфраструктурну державно-регіональну модель, яка забезпечує взаємодію ряду процесів: кадровий прогноз, професійну орієнтацію молоді, розробку кваліфікаційних стандартів, планування і організацію освітнього процесу і оцінку рівня освіти випускників навчальних закладів. Викладено відповідні пропозиції щодо розвитку дуальної моделі освіти.

Статтю присвячено питанням діагностики умов та тенденцій формування людського потенціалу території з погляду урозвитку його освітньо-професійних компонентів. Обґрунтовано значущість соціальних чинників формування людського потенціалу території, визначено роль освітньо-професійних складників та необхідність урахування поведінкових аспектів. Розглянуто ключові умови формування освітньо-професійного потенціалу Вінниччини, визначено основі стимулятори та дестимулятори його розвитку. Здійснено кластерізацію районів Вінницького регіону за станом та якістю освітньо-професійних компонентів формування людського потенціалу території, виявлено характерні поведінкові паттерни освіти, притаманні кожному кластеру. Сформовано основні напрями подолання виявлених недоліків розвитку освітньо-професійної компоненти Вінницького регіону. Ключові слова: людський потенціал території, освітньо-професійні компоненти людського потенціалу, поведінкові паттерни освіти, діагностика. Статья посвящена вопросам диагностики условий и тенденций формирования человеческого потенциала территории с точки зрения развития его образовательно-профессиональной компоненты. Обосновано значение социальных факторов формирования человеческого потенциала территории, определена роль образовательно-профессиональных составляющих и необходимость учета поведенческих аспектов. Рассмотрены ключевые условия формирования образовательно-профессионального потенциала Винницкого региона, выявлены основные стимуляторы и дестимуляторы. Осуществлена кластеризация районов Винницкого региона по состоянию и качеству образовательно-профессиональной компоненты формирования человеческого потенциала территории, выявлены характерные поведенческие факторы образования, присущие каждому кластеру. Сформулированы основные направления по преодолению выявленных недостатков развития образовательно-профессиональной компоненты Винницкого региона. The article is devoted to the diagnosis of conditions and trends on shaping the human potential of the territory in terms of its educational and professional component development, i.e. the quality and accessibility of education and training at all levels of general and vocational training.Significance of social factors in shaping human potential of the territory are substantiated, the role of educational and professional components and necessity of recording behavioral patterns in this process revealed. The key conditions for the formation of educational and professional potential of Vinnytsia region in the field of general, vocational and higher education are considered.
