The Deficiencies of the Emergency Action Planning for Dams in Brazil

Abstract: The Emergency Action Planning for Dams (EAP) is an instrument of the National Dam Safety Policy, by legal imposition. Brazilian law, regarding the content of the EAP is in accordance with international guidelines on the subject, requiring a number of strategies, actions and procedures, based on scenario studies that minimize or neutralize the impacts caused by the breach of a dam.
