AbstrakDalam organisasi formal dan informal, selalu ditemukan seseorang yang dianggap lebih menonjol daripada yang lain, yang kemudian ditunjuk atau menunjuk sebagai pemimpin. Pemimpin sebuah organisasi diharapkan memiliki kualitas kepemimpinan, yang menunjukkan keahliannya dalam memimpin organisasi. Seorang pemimpin di perpustakaan memerlukan sinergi antara keterampilan dalam pengelolaan perpustakaan dan kepemimpinan pada umumnya untuk menciptakan suasana kerja yang baik dan mendorong staf perpustakaan dalam memberikan pelayanan terbaik kepada pengguna. Perpustakaan Umum Kota Tenteram sejak tahun 2018 tidak pernah mengalami perubahan pemimpinnya. Penelitian menggunakan pendekatan kualitatif bertujuan untuk mengidentifikasi kepemimpinan pemimpin perpustakaan umum Kota Tenteram dalam pengembangan sumber daya manusia dan layanan perpustakaan. Data penelitian ini dikumpulkan melalui observasi dan wawancara. Ditemukan bahwa kepala perpustakaan berfungsi sebagai panutan dalam meniru disiplin kerja, ia tidak pernah melibatkan staf dalam pengambilan keputusan, ketakutan membuat kesalahan adalah suasana kerja yang tercipta di perpustakaan. Penelitian menemukan bahwa kepala perpustakaan umum Kota Tenteram mengadopsi kepemimpinan otokratis. Kata kunci: budaya organisasi, kepemimpinan, perpustakaan umum AbstractIn the formal and informal organization, it is always found someone who is considered more prominent than others, who then appointed or designated as a leader. The Leader of an organization is expected to have leadership qualities, which showed his skills in leading organizations. A leader in the library requires synergy between skills in library management and leadership in general in order to create a good working atmosphere and to encourage the library staff in providing the best services to the patron community. Tenteram City Public library since year of 2018 has never experienced a change of its leader. Research using qualitative approach aimed to identify the leadership of Tenteram City public library leader in developing human resources and library services. Data of this study is gathered through observation and interviews. This article aims to analyse the role of library managers as change agent when implementing Library 2.0, using transformational leadership and stakeholder management approaches. To do so, a case study in a Latin American academic library was performed. The experiences acquired for a period of six years were analysed, during which three library managers were involved in managing change. Qualitative data from documents, interviews, and observations were collected, and qualitative analysis methods were used to obtain in-depth understanding of the change process. Results show that lack of transformational leadership and stakeholder management contribute to delayed implementation and limited adoption of innovations. Although library managers recognized the importance of different stakeholders to implement changes, they did not apply systematic and proactive strategies to define and manage them. All in all, library managers should be trained as change agents, with emphasis on transformational leadership and stakeholder management skills.

This paper explores the topic of leadership as perceived and practised by public library leaders. Library leaders have a wide-ranging impact on society but have been largely overlooked as the subject of serious study. Prior to this study, only one small interview-based study and five survey-based studies have been undertaken on public library leaders/leadership -all in North America.The current study is the most in-depth study to date. Thirty top-level public librarians from Ireland, Britain, and the east coast of the United States were selected for inclusion in this study. This study of the perceptions of senior public library leaders, across national boundaries, makes a theoretical contribution both to the limited extant literature on leadership in librarianship, and the broad corpus of organizational leadership literature. The particular focus of this paper is on the difficulties encountered by the interviewed librarians on public library leadership.
