In collaborative water governance, the variety of frames that actors bring to the discussion constitutes an important challenge. In this study, we analyse the fragmentation and connection of frames in collaborative water governance projects in the Paute catchment and its sub-catchment Tabacay in the Southern Andes of Ecuador. We rely on frame analysis of project documents, interviews and meeting recordings to analyse the initial stages of these projects. We discuss (1) the different roles of problem domain framing and issue framing in frame fragmentation; (2) the significance of scale framing to problem domain and issue framing; (3) the challenge of connecting expert frames with frames of other actors; and (4) the importance of face-to-face dialogue for connecting frames. Points for practitioners Professionals in public management and administration all over the world are increasingly involved in governance processes where they have to deal with a multitude of actors and perspectives. If their task involves setting up collaborative projects with other governmental agencies, civil society organizations and/or business actors, there is much to gain by paying close attention to how they themselves and other actors are framing both the problem domain and the issues involved. In processes of collaborative water governance, additional attention is required for how projects are framed with respect to water system scales and administrative scales, and for how technical framing of the issues connects to the frames and experiences of other actors.
This article aims to analyse the role of library managers as change agent when implementing Library 2.0, using transformational leadership and stakeholder management approaches. To do so, a case study in a Latin American academic library was performed. The experiences acquired for a period of six years were analysed, during which three library managers were involved in managing change. Qualitative data from documents, interviews, and observations were collected, and qualitative analysis methods were used to obtain in-depth understanding of the change process. Results show that lack of transformational leadership and stakeholder management contribute to delayed implementation and limited adoption of innovations. Although library managers recognized the importance of different stakeholders to implement changes, they did not apply systematic and proactive strategies to define and manage them. All in all, library managers should be trained as change agents, with emphasis on transformational leadership and stakeholder management skills.
Latinoamérica revela las tasas más altas de no denuncia del delito a nivel mundial, más aún en países como Ecuador en donde la no denuncia se registra en el 80% de los sucesos delictivos. Los estudios sobre víctimas y la no denuncia son escasos aún y se han concentrado en índices de victimización; además, existe un vacío teórico sobre la no denuncia desde sus causalidades primarias. Este estudio la analiza desde la observación del perfil sociodemográfico de las víctimas y el tipo de delito perpetrado como factores de influencia. Empleando métodos de investigación cuantitativos se analizó la III Encuesta de Victimización y Percepción de Seguridad Ciudadana del cantón Cuenca, Ecuador, 2017 que evidencia un perfil de víctima que no denuncia vinculado a exclusión, pobreza e inequidades y un patrón de delitos menos denunciados en hurtos, robos y extorsiones, factores que deben ser reconocidos para enfocar esfuerzos de política pública victimológica.
Unsustainable production and consumption patterns of single use plastics are causing worldwide negative environmental and socioeconomic impacts on land-based and marine ecosystems. Nevertheless, in Latin America, plastics governance is still fragmented across borders because of dispersed normative adoption and limited regional coordination. In this context, the instrumental level of articulation between the international principles of environmental law and the formal legal arrangements from the Pacific Alliance countries is assessed to analyze how this strategic platform can contribute to offering a regional response to the global problem of single use plastics. For this purpose, an illustrative case study of the national and subnational regulation developed by the Pacific Alliance and its members was performed. To this end, a framework analysis was conducted on the official legal documents from Mexico, Colombia, Chile, Peru, and Ecuador. The results show extensive and scattered subnational regulation to control the consumption of plastic bags and single use plastics, with diverse policies on extended producer responsibility, educational and economic strategies to influence mainly the consumer’s behaviour. Recommendations are presented in order to improve plastics governance in the region through the legal component.
