In collaborative water governance, the variety of frames that actors bring to the discussion constitutes an important challenge. In this study, we analyse the fragmentation and connection of frames in collaborative water governance projects in the Paute catchment and its sub-catchment Tabacay in the Southern Andes of Ecuador. We rely on frame analysis of project documents, interviews and meeting recordings to analyse the initial stages of these projects. We discuss (1) the different roles of problem domain framing and issue framing in frame fragmentation; (2) the significance of scale framing to problem domain and issue framing; (3) the challenge of connecting expert frames with frames of other actors; and (4) the importance of face-to-face dialogue for connecting frames. Points for practitioners Professionals in public management and administration all over the world are increasingly involved in governance processes where they have to deal with a multitude of actors and perspectives. If their task involves setting up collaborative projects with other governmental agencies, civil society organizations and/or business actors, there is much to gain by paying close attention to how they themselves and other actors are framing both the problem domain and the issues involved. In processes of collaborative water governance, additional attention is required for how projects are framed with respect to water system scales and administrative scales, and for how technical framing of the issues connects to the frames and experiences of other actors.
Résumé Dans la gestion collaborative de l’eau, la variété des contextes dont les acteurs doivent tenir compte constitue un défi important. Dans la présente étude, nous analysons la fragmentation et le raccordement des contextes dans les projets de gestion collaborative de l’eau dans le bassin du fleuve Paute et de son sous-bassin, le Tabacay, dans les Andes méridionales, en Équateur. Nous nous sommes basés sur une analyse des contextes contenus dans les documents de projets, des entretiens et des enregistrements de réunions pour analyser les premières étapes de ces projets. Nous allons examiner (1) les rôles différents de la délimitation des problématiques et de la délimitation des problèmes dans la fragmentation des contextes (2) l’importance du cadrage de l’ampleur de la problématique et des problèmes ; (3) la tâche délicate qui consiste à relier des cadres d’experts à des cadres d’autres acteurs ; et (4) l’importance du dialogue en face à face pour le raccordement des contextes. Remarques à l’intention des praticiens Les professionnels de la gestion et de l’administration publiques partout dans le monde participent de plus en plus à des processus de gouvernance, dans le cadre desquels ils doivent faire face à une multitude d’acteurs et de perspectives. Lorsque leur travail comprend la mise en place de projets collaboratifs avec d’autres agences gouvernementales, des organisations de la société civile et/ou des acteurs du secteur privé, ils ont tout intérêt à s’intéresser de près à la façon dont eux-mêmes et les autres acteurs définissent d’une part les problématiques et, d’autre part, les questions en jeu. Dans les processus de gestion collaborative de l’eau, il convient de s’intéresser à la façon dont les projets sont définis eu égard à l’ampleur des réseaux hydrographiques et à celle des administrations, ainsi qu’à la façon dont la définition technique des questions est mise en rapport avec les contextes et expériences d’autres acteurs.
