Sedangkan Provinsi yang dinilai tidak efisien antara lain Provinsi Riau, Lampung, Kepulauan Riau, Kalimantan Barat, Kalimantan Utara, Kalimantan Timur, Kalimantan Selatan, Sulawesi Barat dan Maluku Utara.…”
