Does uncertainty necessarily change the way in which fiscal policy affects output growth in Uganda? We provide an empirical response to this fundamental question using the latest datasets and a rigorous econometric practice. Fiscal policy is often manipulated in many countries as one of the means to provide counter-cyclical stimulus over the cycle of uncertainties. Indeed, fiscal policy operations frequently vary with uncertainty sequence and this introduces bidirectional interactions between fiscal policy, uncertainty and output growth. Using the Autoregressive Distributed Lag Model, we show that tax revenue and expenditure are the most affected fiscal policy measures in the presence of uncertainty, while borrowing is the least affected both in the short and long-run. Therefore, unless government macroeconomic frameworks fully incorporate economic uncertainties into projections, the fragility of rising global and domestic uncertainty is bound to cause large and significant divergencies between the anticipated and the actual growth outturn. We therefore recommend the need to use borrowing avenue in the most optimal means to stimulate and sustain growth. While tax revenues have proved to spur growth both in the short and the long-run, the impact is bound to shrink in the face of uncertainty.

The manufacturing output effects of infrastructure development, liberalization and governance: evidence from Sub-Saharan Africa

The study draws inference on the effects of infrastructure development, liberalization, and governance on manufacturing production (MVA) in Sub-Saharan Africa. In order to determine the longrun implications of these factors, and for purposes of retaining estimates efficiency and consistency in the presence of complex errors, we employed the Panel-Corrected-Standard-Error estimator on panel data spanning 2003–2018 for 30 SSA countries. The main result of this in-depth analysis shows that infrastructure development as well as governance are key to manufacturing production. While infrastructure development affects MVA positively in the longrun, an improvement in the financial openness facilitates this linkage but only between transport infrastructure on the one hand, and electricity infrastructure on the other, whereas the converse appears the case when trade liberalization is the moderating variable. Overall, regardless of the type of liberalization, manufacturing output is always higher with better institutional quality. Our findings hold after controlling to additional covariates and are robust to alternative estimation measures. Among the other important policy derivatives of our findings, we emphasize that efforts aimed at reversing Africa’s pervasive infrastructure deficit, in ways that enhance manufacturing share in GDP, must be carefully nuanced under the avoidance of the incautious liberalization policies. We render support to the regional efforts to improve infrastructure, substantially curb poor governance while vigorously promoting the rule of law, regulatory quality, government effectiveness, voice and accountability. Roads are currently essential links of communication and economic development. However, these roads are progressively requiring higher quality materials, implying a greater impact on the environment, in order to withstand the high levels of heavy vehicle traffic. Therefore, this research proposes the use of industrial by-products to create bituminous mixtures which are more resistant and durable than traditional ones. The industrial by-products used, are electric arc furnace slag, ladle furnace slag, and cellulose fibers from the papermaking industry. These by-products were physically and chemically characterized to be used to conform with bituminous mixtures. At the same time, bituminous mixtures were conformed with conventional materials, thus being able to compare the physical and mechanical properties of the conformed mixtures through different tests. The results showed how the use of cellulose fibers made it possible to absorb a greater percentage of bitumen, as well as the use of electric arc furnace slag and ladle furnace slag created mixtures, with greater Marshall stability. Therefore, sustainable, durable, resistant, and high waste mixtures were developed in this investigation.
