The regulation of urban property use is a fundamental instrument for the development of cities. However, most of the norms that set general guidelines for urban policy predate the transformations that the smart city concept has brought about in the way cities are appropriated and perceived by society, and even today, studies on how these regulations collaborate to make cities smarter and more sustainable. This work contributes to filling this gap by investigating the main guidelines of the Brazilian City Statute that have the greatest potential to contribute to having smarter and more sustainable Brazilian cities. To prioritize the sixteen guidelines of the City Statute, the methodology used consisted of a survey carried out with professionals working in the concerned field. The results show that the sixteen guidelines were evaluated as important for increasing the intelligence of cities, of which five were evaluated as having the most priority, these five were related to the governance of cities. Considering the scarcity of resources in Brazilian cities, these five guidelines contribute so that municipal governments can direct their efforts towards what has the most priority.

The purpose of this study is to determine the conditions of institutional support for the digitization of the urban environment. The paper identifies the main features and analyzes the conditions for the effective functioning of smart cities. The main characteristics of the smart city are revealed: they are people-oriented, use data in a digital format and are based on bottom-up innovations. The paper considers the systematization of the principles and ideas of the theory of institutional modeling from the simplest level of modeling, and ending with the most difficult level consisting in describing the evolution of institutions. The importance of applying such an approach to the study of the institutional support of smart cities is shown. As part of the study of the leading cities in the field of building smart urban environment, priorities, institutions and goals of intelligent development have been highlighted. The paper discusses the problems of the development of smart cities in Russia, presents a number of steps to solve them. The theoretical significance of the study consists in the development of approaches to the institutional support of a smart city. The practical significance of the research lies in the formation of possible future studies of rational economic management in the conditions of digital society. JEL classification:R11, O43, O31.

Cities are protagonists in the overall development process. Today, more than 54% of the world's population lives in cities and it is expected to reach the 60% mark by 2030. Cities have thus played a crucial role in the global sustainable development agenda. The idea of urban sustainability has been disseminated through important international studies and protocols in order to overcome social, economic and environmental challenges to generate quality of life for its citizens and contribute to the development capacity of future generations. This work investigated the importance and the new directives of urban planning as a tool for the structuring of sustainable cities. A qualitative research was conducted through in-depth interviews with experts from different areas of knowledge on the theme of cities, bringing as a main result a systemic view on the role of urban planning in the development of sustainable cities. In addition, aiming at a balanced urban development, this study points out the need for a new ordering and cohesion of the different elements that compose a city and proposes ways for a new collaborative urban governance, thus contributing to the scientific development of the urban and regional planning area .
