Smart City Research

Abstract: There are three issues that are crucial to advancing our academic understanding of smart cities: (1) contextual conditions, (2) governance models, and (3) the assessment of public value. A brief review of recent literature and the analysis of the included papers provide support for the assumption that cities cannot simply copy good practices but must develop approaches that fit their own situation ( contingency) and concord with their own organization in terms of broader strategies, human resource policies, in… Show more

“…From our point of view, the above mentioned smart technologies and strategies converge, or may converge, towards a smarter government, more efficient, more effective, better communicated, more responsive and closer to the citizens. Meijer et al (2016) identify three critical issues to advance the study and understanding of smart government and governance in the context of cities: contextual conditions, governance models and the evaluation of public value. These dimensions can be addressed to foster efficiency, including the future potential of smart technologies and strategies.…”

“…Our central argument is that smart technologies have the potential to foster co-creation of public services and the generation of public value in management processes, based on the collaborative, social and horizontal nature of these smart technologies. At the same time, what may be considered as "smart" may greatly differ depending on contextual conditions such as political systems, geographical situations and technological diffusion itself (Meijer et al, 2016). The "smartness" of government is an issue of interest that has increasingly been present in the conversation of academics and scholars of digital government.…”

“…Here, the government may function as a moderator to connect the different actors with common goals but complementary expertise (Cosgrave, Doody, & Walt, 2014). In addition, due to contingency, Smart City development needs to be related to the situated context including prevailing public values Marvin et al, 2016;Meijer, Gil-Garcia, & Rodriguez Bolivar, 2016;Odendaal, 2016) where attention is paid to strengthening urban capacities to cope with a diversity of issues instead of attempting to solve 'all' (Caragliu, Del Bo, Kourtit, & Nijkamp, 2016). This may shift Smart City development from a technological push and fix towards strategic vision development.…”

“…In particular, considering wider areas such as smart campuses, the employed IoT system must provide some LPWAN connectivity, which can deal with these demands [25][26][27][28][29][30]. Finally, in the context of smart cities, the goals can be more ambitious and reach more people, by aiming at sustainability, improving the life conditions of the population, and encouraging the creation of a creative economy [31][32][33].…”
