The paper includes the consideration of existing methods for implementing urban programs in the housing and utilities sector and the urban environment; as a result of the analysis, it was found that they are unsystematic by nature, do not have criteria for evaluating the effectiveness and even the minimum parameters of the required works. In this regard, the paper defines innovative ways of implementing municipal programs in the housing and utilities sector and the urban environment, which take into account the peculiarities of the municipal programs implementation. The method proposed in the paper is based on an innovative approach to determining the targets for ensuring the preservation of the housing stock and improving the quality and comfort of the urban environment in the municipal formation territory. As the main tool, the method of the prospect planning and the selection of functional strategies has been used. In the paper, approaches to the development of innovative methods for planning urban programs in the housing and utilities sector and the urban environment are formed; the selection criteria for the taken organizational and technological decisions of the repair and construction industry in the housing and utilities sector and the urban environment are determined; possible combinations of mastering the types of work for synchronizing the processes of yard landscaping and the overhaul of apartment buildings are established.

Sustainable innovation entails realizing society-oriented value creation in an environment-friendly manner. A smart city can be viewed as a holistic paradigm that avails of state-of-the-art information and communication technologies (ICTs, in other words) to advance the so-called “Internet of Things.” This aids the management of urban processes and improves the quality of life for the citizens. Smart cities are bound to keep getting “smarter” as the ICTs keep developing. While the technological factor represented by the IoT, augmented and virtual reality, artificial intelligence, urban digital twinning, cloud computing, and mobile Internet is a driving factor unarguably, innovation in urban ecology is a vital socio-economic factor that will spur the transformation of urban areas in the world to smart cities. In this chapter, the authors answer the “what,” how, and “who,” so to say, of the paradigm—smart cities—with real-life examples and a case study. They emphasize the importance of human ware and remind readers that technology—the all-encompassing Internet of Things with its infantry of cameras, sensors, and electronic devices—though powerful, is a humble servant in the service of the inhabitants of a smart city.

In today’s Russia, development of new regulatory requirements related to major repairs of apartment buildings is much less needed than harmonization and enforcement of existing regulations. In order to meet the energy efficiency requirements for apartment buildings after major repairs, it is necessary to develop a set of energy-saving measures that will increase the energy efficiency of buildings and the comfort of living. The main particularities of the organization of repair and construction during major repairs include requirements for modeling the order of different types of work at each facility under financial and time constraints. This said, we can conclude that it is necessary to determine the optimal sequence of application of energy-saving technologies during repair and construction within the major repairs of apartment buildings and the effectiveness of the applied technology.
