Construction industry development has both positive aspects of a social and economic nature and negative ones, associated with an increase in the number of accidents, poor construction and installation work quality and the emergence of disputes between the participants in construction production. The resolution of conflict situations arising in the construction industry between business entities is possible with the use of special construction and technical knowledge. One of the most demanded application forms of such knowledge is judicial construction and technical expertise.
The paper deals with the problems of evaluating technical and organizational-technological solutions for repair and construction production at various stages. The choice of materials and technological options is carried out using the principles of consistency and complexity. The developed system for identifying the options makes it possible to describe in general terms any technical and organizational-technological solutions for the production of repair and construction works used in the overhaul practice, and those that will appear as the repair and construction industry develops. The work defines a scientifically based formalized set of indicators describing the methods compared versions of technical, organizational and technological solutions for the production of repair and construction works during capital repairs. The effectiveness of the developed method is confirmed by the representativeness of the research results carried out on the example of the production of works on the insulation of external walls during the apartment buildings overhaul.
The paper includes the consideration of existing methods for implementing urban programs in the housing and utilities sector and the urban environment; as a result of the analysis, it was found that they are unsystematic by nature, do not have criteria for evaluating the effectiveness and even the minimum parameters of the required works. In this regard, the paper defines innovative ways of implementing municipal programs in the housing and utilities sector and the urban environment, which take into account the peculiarities of the municipal programs implementation. The method proposed in the paper is based on an innovative approach to determining the targets for ensuring the preservation of the housing stock and improving the quality and comfort of the urban environment in the municipal formation territory. As the main tool, the method of the prospect planning and the selection of functional strategies has been used. In the paper, approaches to the development of innovative methods for planning urban programs in the housing and utilities sector and the urban environment are formed; the selection criteria for the taken organizational and technological decisions of the repair and construction industry in the housing and utilities sector and the urban environment are determined; possible combinations of mastering the types of work for synchronizing the processes of yard landscaping and the overhaul of apartment buildings are established.
According to the results of studying the modern theory of forensic examination, as well as the practice of appointing and conducting the forensic construction and technical expert examination during the proceedings in the most scaled and significant economic disputes of economic entities, issues related to the absence of development of organizational and technological stages of the forensic construction and technical expert examination in determining the compliance of a construction facility with regulatory and technical documentation were identified.
The paper describes the organizational and technological stages of the forensic construction and technical expert examination, which will provide a rational solution to the most common forensic issues in practice. The description of the stages is brought up to the methodological level of construction and technical research. The generalization of the results of the application of this proposal by the forensic expert-builder forms the basis for the development of methodological recommendations for the forensic construction and technical expert examination on the issues of determining the compliance of a construction facility with the regulatory and technical documentation.
In today’s Russia, development of new regulatory requirements related to major repairs of apartment buildings is much less needed than harmonization and enforcement of existing regulations. In order to meet the energy efficiency requirements for apartment buildings after major repairs, it is necessary to develop a set of energy-saving measures that will increase the energy efficiency of buildings and the comfort of living. The main particularities of the organization of repair and construction during major repairs include requirements for modeling the order of different types of work at each facility under financial and time constraints. This said, we can conclude that it is necessary to determine the optimal sequence of application of energy-saving technologies during repair and construction within the major repairs of apartment buildings and the effectiveness of the applied technology.
