Innovative ways of implementing municipal programs in the housing and utilities sector and urban environment

Abstract: The paper includes the consideration of existing methods for implementing urban programs in the housing and utilities sector and the urban environment; as a result of the analysis, it was found that they are unsystematic by nature, do not have criteria for evaluating the effectiveness and even the minimum parameters of the required works.
