Although the innovation factor endowment of Heilongjiang province is relatively rich, many innovation resources cannot effectively promote the sustainable development of innovation-driven performance. The combined drift degree evaluation method and grey-DEMATEL model were used to study regional innovation performance in Heilongjiang province and the key factors influencing it. The results of this study show that the overall trend of regional innovation performance is slowly rising. Compared with other regions, the level of science and technology output is in the forefront, and the level of economic output and social effect is at the end. The innovation performance level of enterprises and research institutions is at the end position, showing a trend of slow rise and then slow decline. The innovation performance level of universities is in the middle position, showing a trend of rising first, then falling and then rising. The degree of marketization, the financial environment, the intellectual property system, the transformation of scientific and technological achievements and the level of human capital are the core factors that affect the regional innovation performance. The dominant position and leading role of regional enterprises and the cooperation between industry, university and research institutes should be strengthened through government policies.

Taking an environment-friendly green closed-loop supply chain as the research object, this work established a two-stage closed-loop supply chain game model. Considering the influence of the environmental protection input on the whole supply chain, there are different decisions among the participants in the supply chain, and the different choices will have impacts on the benefits of the whole supply chain when manufacturers select a closed-loop supply chain model of third-party recycling. Hence, this work compared and analyzed the impact of centralized decision-making and decentralized decision-making on the returns and pricing strategies of each participant. Finally, an optimized cooperative mechanism decision model considering a cost profit sharing contract was further designed. The model is conducive to obtaining the maximum profit value in centralized decision-making and avoids the negative impact of a "double marginal effect" on supply chain income in decentralized decision-making, and finally, improves the overall coordination and profit of a green closed-loop supply chain. The numerical examples are conducted to verify the effectiveness and practicality of the proposed models. This work provides a helpful decision support and guidance for enterprises and the government on the used products recycling decisions to better manage the green closed-loop supply chain. Because of its increasing importance, the green closed-loop supply chain has garnered substantial attention from businesses and academia. Studies on green closed-looped supply chains can be mainly classified into the following perspectives: supply chain network design [7,8], production planning and inventory management [9-11], coordination mechanism [12,13], channel management [14,15], and so on. Among them, the green closed-looped supply chain coordination mechanism is one of the most important issues, which has received great attention in both the forward and reverse flows of supply chains. For example, Swami and Shah [16] investigated the channel coordination mechanism between a single manufacturer and retailer in a green closed-loop supply chain. Qiang et al. A Hybrid Grey Prediction Model for Small Oscillation Sequence Based on Information Decomposition

Grey prediction model has good performance in solving small data problem, and has been widely used in various research fields. However, when the data show oscillation characteristic, the effect of grey prediction model performs poor. To this end, a new method was proposed to solve the problem of modelling small data oscillation sequence with grey prediction model. Based on the idea of information decomposition, the new method employed grey prediction model to capture the trend characteristic of complex system, and ARMA model was applied to describe the random oscillation characteristic of the system. Crops disaster area in China was selected as a case study and the relevant historical eight-year data published by government department were substituted to the proposed model. The modelling results of the new model were compared with those of other traditional mainstream prediction models. The results showed that the new model had evidently superior performance. It indicated that the proposed model will contribute to solve small oscillation problems and have positive significance for improving the applicability of grey prediction model.
