“…Bureaucracy, the organizational approach originally put forth by Max Weber, as an attempt to rationalize the structure through a high formalism of procedures, materialized in the definition, interpretation and application of written laws, is a good example of the impossibility, ultimately, to totally predict the functioning of any organization (2,(14)(15)(16)(17)(18). One of the main criticisms made to the bureaucratic model has to do with the central and exacerbated importance of rules and regulationsinternal to the organizationthat was ascribed to the rigidity of internal rules and regulations but that could tend to embody, contrary to the predicted, several "dysfunctions" of bureaucracy (19)(20).…”

“…It remains a topic for further research to establish to what extent the role of AI systems affects the decisions in such cases above inflexible corporate hierarchies or other causes unrelated to AI. This is a general problem associated with rigid organizations [50], but we suspect that the use of AI technology will likely amplify this problem.…”

“…Irregularities in the appointment of structural position scan occur due to the loss of merit system mechanism in the recruitment of bureaucratic officials (Afriani, 2006;Awaluddin, 2010;Azhari, 2011;Muhajir, 2009;Wahiyuddin, 2014). The placement of civil servants is also not entirely based on competence (Edison, 2011;Ferreira & Serpa, 2019;Rosliana & Amarullah, 2018), and cannot be trusted to properly consider and evaluate dedication, commitment, and passion (Arquisola et al, 2019), hence the local government official recruitment process must be encouraged through serious and professional competency mapping (Budiyanto, 2005;Keban, 2004;Rosliana et al, 2019).…”
