This study aimed to examine the visit of bureaucratic officials to local head candidates who have been confirmed to win local elections, commonly known as sowan. The officials ignore the neutrality aspect of bureaucracy that should be strictly upheld. This phenomenon is explained by the concept of a new paternalistic bureaucracy. This study used a qualitative research method with a phenomenological approach. In-depth interviews, focus group discussions (FGD), and documentation was utilized as data collection methods for this study. This study's interview and FGD participants include local officials with knowledge of the sowan phenomenon and general civil servants in Banyumas, Purbalingga, Banjarnegara, Cilacap, and Kebumen. This study discovered that sowan in the perspective of bureaucracy signifies friendship, loyalty, approach, and negotiation. This research highlights the strength of paternalistic bureaucracy, which generally begins in the final phase of the democratic process of local elections. Conceptually, this study is useful to explain the sowan phenomenon concerning bureaucratic neutrality and democracy and provide practical insights on the importance of law enforcement to violators of bureaucratic neutrality. This study explains the new paternalistic bureaucracy in the era of democracy in local governments in Indonesia. This study recommends the importance of law enforcement for violators of bureaucratic neutrality without discrimination, the improvement of the relationship between political and bureaucratic officials that reflect better partnerships in the recruitment of career officials, and the importance of bureaucrats who are committed to maintaining the principle of merit in the selection of local officials.
Banyumas is a regency in Central Java, Indonesia. Its location, which is between Mount Slamet and the Serayu River, gives this area the potential for natural beauty for tourism. Its natural beauty has become a tourist attraction in the natural tourism sector. This research is important to see the threat of environmental damage and sustainability caused by natural tourism. Therefore, this study uses the concept of sustainable tourism as an analytical tool to see the policies taken in order to improve the tourism sector by minimizing environmental damage due to tourism in Banyumas Regency. The conceptualization of sustainable tourism in Banyumas is seen from three main factors, environmental, economic, and socio-cultural. Qualitative descriptive methods were used in this study with data collected from research results, journal articles, and secondary data as a reference. An important finding in this study is that socio-cultural factors that are implemented in the form of local wisdom are key factors for the Banyumas community in realizing sustainable tourism. The Kampung KB Program is a development program that aims to improve the quality of the population in Indonesia. An important aspect in this program is community empowerment. Development with an empowerment dimension is a development activity that occurs in society which is triggered by the desire to advance and allow economic growth and social cohesiveness. This program is a button up, where the government acts as a facilitator and the community innovates according to the issues and needs that develop in the local community. In Banyumas Regency, the program received serious attention from stakeholders so that this stretch was evident in the slogans of the KB village that are often found in almost every sub-district and village / kelurahan. This research was conducted in Karangpucung Village, South Purwokerto District, by observing community activities related to the Kampung KB Program in conducting program socialization and collaboration with other parties, such as sub-district and district governments, community leaders, and experts in the population sector. . The results of the research, which was conducted in a descriptive qualitative manner, showed that for enabling links, the PKK officials were assisted by the head of the RT / RW aggressively and voluntarily to socialize by going from house to house to raise awareness of the residents. The material is not only about family planning but also about local productive businesses and entertainment. For functional relations, this program involves the Puskesmas, family planning officers, midwives and also Babinsa who take an active role. The normative link is that the program is run through the main tasks and functions outlined by the BKKN, instructions and guidance from policy makers such as the sub-district head, village head and the head of district PKK supervisors. Meanwhile, related to the dissemination of the KB village program, it uses events that are widely liked by the community such as grand recitation, art competitions (kentongan), socialization of the risks of early marriage for youth groups, and the provision of supporting facilities, namely props for counseling, as well as the availability of libraries in KB villages.
The National Program for Community Empowerment in Rural Areas (PNPM-MPd) have been implemented since 2006. PNPM-MPd is a community development program that aims to encourage the strengthening of local communities, especially poor families to get a better quality of life. PNPM-MPd is believed to have a positive impact on poverty reduction at the national level. Beneficiaries of PNPM-MPd so far have received funding from the government to run their business. Entrepreneurial skills of PNPM-MPd actors become important to take into account because the old paradigm states giving the hook, not the fish or giving independent assistance not instant relief is not an easy process. The action research was undertaken with providing guidance to community group in 2013 and 2014, with the introduction of online stores and websites. After the construction of the website, the actors of PNPM-MPd were trained and assisted to manage their websites and online stores. Results of this study show that community empowerment will occur faster with support of information technology and competent assistants.
