The existence of organizations is very important in the administration of elections. Setting various organizational dimensions adequately, is an important part of efforts to achieve organizational goals. Indonesian Law No.7 of 2017 concerning Elections, which replaces the three laws related to the election before was a dynamic effort towards an increasingly quality election. In this law, it is stipulated that the KPU is one of the organizations that organizes elections. The existence of various KPU organizational dimensions, both structural and contextual, in the law is one of the determinant factors for the effectiveness of achieving the KPU's objectives as an organization. With normative juridical research methods and library studies, this study concludes that Indonesian Law No. 7 of 2017 has included the arrangement of organizational dimensions, both structural and contextual dimensions. The structural dimensions include formalization, specialization, centralization, hierarchy of authority, standardization, complexity, professionalism, while the contextual dimensions include size, technology, goals, strategies and organizational culture and organizational environment. There are four dimensions of the organization that are fully regulated in the law, namely formalization, specialization, standardization, organization environment, organizational technology. The other dimensions are centralized, complexity, professionalism, size, environment and goals, strategies and organizational culture are not adequately regulated. There are several inconsistencies and obscurity in the arrangement, so this law needs to be revised including regarding the nature of the institution, the authority to make regulations, the minimum education requirements and the age of the election organizer.

Noting the fact that the index of the quality of primary and secondary education in the province of South Sulawesi, which was ranked 21 out of 34 provinces that exist throughout Indonesia (2009), the South Sulawesi provisional government is determined to improve the quality of education index to rank 10 (2013). To support these policies then issued Regional Regulation No. 4 of 2009 concerning free education program which was further supplemented by the Governor Regulation No. 4 of 2011 on the implementation of the free education program. The program is held by a model of cooperation between the provincial government and the government district /city in South Sulawesi. Particularly in relation to the distribution of the proportion of the budget given for each level of government. It was agreed that the provincial government issued a budget of 40% and district / municipal governments 60%. In the implementation until 2016 (approximately 8 years) has not shown a significant index of the quality of education, because it is still ranked 19. The objective of this study is to analyze why the model of cooperation among government used in its free education program has not been effective. To achieve these objectives, the research approach used is qualitative types of cases. The results showed that the model of intergovernmental cooperation that is used is politics society and politics of inter-organization and not used of legal and administrative approaches.

The case study uses secondary information to examine the financial crisis that morphed into public health emergency in Flint, Michigan. While previous crisis management studies have examined financial crises and public health emergencies, the present study embodies both of them and offers an opportunity to understand how multi‐level governments cooperate in responding to multiple emergencies. The overarching question of interest is how do local governments cooperate with multi‐level governments to respond to multiple local emergencies? The specific research questions are as follows: (i) What are the causes, consequences, cautions, and coping strategies of the Flint crises; (ii) What are the roles of multi‐level governments in responding to the Flint crises? and (iii) What are the indicators of success and failure in the response by multi‐level governments to the Flint crises? The paper draws on the American federalism and crisis management scholarship for context and finds that crisis management leadership, effective communication, subsidiarity principles as in multi‐level response, and accountability are necessary for effective response efforts that build resilient organizations. The findings corroborate previous studies making the present study generalizable to other emergencies. Local governments can learn from the Flint experience in mitigating the impact of crises.
