PROMETHEE-SAPEVO-M1 a Hybrid Approach Based on Ordinal and Cardinal Inputs: Multi-Criteria Evaluation of Helicopters to Support Brazilian Navy Operations

Abstract: This paper presents a new approach based on Multi-Criteria Decision Analysis (MCDA), named PROMETHEE-SAPEVO-M1, through its implementation and feasibility related to the decision-making process regarding the evaluation of helicopters of attack of the Brazilian Navy. The proposed methodology aims to present an integration of ordinal evaluation into the cardinal procedure from the PROMETHEE method, enabling to perform qualitative and quantitative data and generate the criteria weights by pairwise evaluation, tra… Show more

“…A similar case study in terms of consistency and applicability was developed by Moreira et al [4], who defined a hybrid model based on PROMETHEE and SAPEVO-M (Simple Aggregation of Preferences Expressed by Ordinal Method Vectors-Multi Decision Makers). Operating as a hybrid model, PROMETHEE-SAPEVO-M1 provided an integrated framework allowing for the ranking of environments dealing with quantitative and qualitative criteria, whose inputs were defined through cardinal and ordinal variables, respectively.…”

“…First, the AHP was used to determine the weights of the criteria, while the TOPSIS was applied to classify vehicle alternatives in the decision problem. Moreira et al (2021) evaluated attack helicopters through an integration of ordinal evaluation into the cardinal procedure from the PROMETHEE method, enabling to perform qualitative and quantitative data.…”

“…Based on the applications of MCDA for aircraft selection, as presented in Moreira et al (2021) and Sánchez-Lozano et al (2015), we can define, together with the experts, the important criteria to evaluate attack helicopters: C1. Maximum Speed (km/h): Speed developed with the maximum engine regime, essential for reconnaissance, interception and fire support to troops in critical situations;…”

“…For the analysis, an optimization model based on P-median modeling is provided, enabling the identification of favorable localities to install the field hospitals. In search to support the implementation, a computational framework based on R software [8] was developed, making possible the implementation of the optimal algorithm, by the moment that dealing with the analysis of big data sets, computational tools make possible not only to explore numerical resources but also graphical resources in favor of a more interactive analysis with the decision-maker [9].…”
