The absorption of graduates in the industrial world is an important aspect that affects the quality of vocational high schools (SMK). However, the problem that occurs is the low absorption. This study aims to analyze the level of absorption of SMK graduates in light vehicle engineering (TKR) and motorcycle engineering and business (TBSM) programs. Descriptive research uses a quantitative approach to measure the percentage of graduate absorption. A total of 4 vocational high school job fairs were involved in this study. Techniques and instruments of data collection using methods and observation sheets by observing survey data in special job fairs. The data analysis technique used quantitative descriptive analysis and inferential analysis of the sample independent t test. The results showed that the level of absorption of SMK graduates in the TKR and TBSM majors was low. Various efforts to revitalize vocational education must be matured again. The link and match program of SMK with the industrial world needs to be more intensive to align the competencies taught to the competency needs of the industrial world, so that the absorption of graduates can be improved.

Vocational high schools in Indonesia, which run under either the three-year or four-year programme, constitute a formal education system that prepares future skilled workers ready to work. The focus of this study was to capture the skills and competencies of three-year and four-year vocational high school programme graduates. This study employed a ualitative multi-site study approach through the constant comparative method, and necessary data were gathered through in-depth interviews and observations. Research results revealed that four-year vocational high school programme graduates had higher competencies and vocational maturity compared to three-year vocational high school programme graduates in terms of academic skills, basic technical skills, as well as technical and employability skills. Therefore, four-year vocational high school programme graduates qualify to fill up operator 3 positions and are equivalent to Diploma 1 holders. The policy making of the five-year strategic plan of its substance, involves participation in the process of policy formulation through Development Deliberation discussion in decentralization of regional autonomy. That is, it delivers the authority of the central government to the autonomous regions in determining the policy (political authority) and implementing the policy (administrative authority), based on local voice and local choice. The local government is expected to identify needs, formulate development goals. The research used qualitative method with ethnography approach by collecting various data from various sources with deep-interview technique. The purpose of the study describes the three things, namely setting agenda, policy formulation and budgeting in a formulation of stakeholders' participation. For contribution: First: participation in development planning in tokenism and elitist party stages, partnerships between communities with bureaucracy and political officials are still subordinate union of partnership. Dialogue held is still pseudo and decision making are not done by bargaining among actors. Second: The quality of planning is still bad, because it has not been able to answer the needs of the community and there is no interconnected substance between documents with one another.
