Prevention of violence as a factor of family security: Russian and Kazakhstan experience

Abstract

Москва, РоссияОсуществляется сравнительный анализ государственных мер и общественных инициатив, предпринимаемых в России и Казахстане с целью снижения уровня домашнего насилия в отношении женщин и вовлечения общественности в решение этой проблемы. На основе данных социологических опросов населения сделан вывод о том, что в обеих странах статистика не отражает масштабов данного явления, мнение населения о домашнем насилии неоднозначно, значительная часть общества допускает насильственное поведение в семье.Установлено, что в обоих государствах приняты долгосрочные программы действий по защите интересов и прав женщин. Вместе с тем исследование показало, что в борьбе с семейным насилием не в полной мере использован потенциал общественных организаций, средств массовой информации и других социальных институтов. Подчеркивается необходимость объединения усилий государства и общества в укреплении института семьи.Ключевые слова: домашнее насилие в отношении женщин, программа действий в интересах женщин, кризисный центр, виктимблейминг, общественное мнение по проблеме насилия. The article compares the state measures and public initiatives undertaken in Russia andKazakhstan with the aim of reducing the level of domestic violence against women and involving the public in solving this problem. The authors basing their opinion on the data of sociological surveys of the population concluded that in both countries the statistics does not reflect the extent of this phenomenon; the opinion of the population on this issue is ambiguous, a significant part of society admits violent behavior in the family.The measures of the state impact on the problem have been analyzed. It is established that in both states long-term action programs have been adopted to protect the interests and rights of women. At the same time, the study showed that in the fight against family violence, the potentials of public organizations, the media and other social institutions were not fully utilized. The need to combine efforts of the state and society in strengthening the institution of the family is underlined.Key words: domestic violence against women, action program for women, crisis center, victimblaming, public opinion on violence.
