The transition to federal public administration in the Russian education system is determined by the legislation and presupposes responsible participation and interaction in education management of all educational agents. In the presented article an analysis has been carried out on the status of one of the federal public administration factors-information transparency of vocational and higher educational institutions. The paper defines the information realm of educational institutions from the perspective of educational services customers; there have been set the priorities for action in the field of transition to federal public administration of educational institutions. This article is written for managers and employees of the education authorities, educational institutions, as well as for all professionals and individuals interested in developing the Russian education system.
The problem of domestic violence is considered in the context of the implementation of the state family policy of the Russian Federation, represented in the network space of the regions. The authors of the article hypothesize that in the subjects of the Russian Federation with a trend for increased fertility, the topic of domestic violence is articulated by citizens and the authorities, social networks contain information about various channels, mechanisms, institutions for solving this problem, which contributes to the formation of effective communication between public authorities and the society within the framework of the implementation of state family policy and the increase in fertility; in regions with a trend towards narrowed reproduction of the population, the representation of the problem of domestic violence on the Internet is minimal, resources for the implementation of state family policy are not used enough. The objects of the study were the Tyumen Region, the Republic of Dagestan, the Republic of Kalmykia, the Tambov Region, the Chukotka Autonomous District. The immediate subject of the analysis were network resources, first of all, groups in VKontakte – "Overheard in ...", in which citizens discuss family issues. The authors conclude that in four out of five of the subjects of the federation under consideration, the hypothesis about the connection of the representation of the problem of domestic violence in the network resources of regional communities with various demographic trends was confirmed.
В статье анализируются в сравнительном аспекте группы депутатов мужского и женского пола в возрасте до 30 лет, избранные в региональные парламенты РФ в ходе электоральных циклов 2016-2020 гг. Исследуются социально-профессиональные характеристики, источники рекрутирования, карьерные траектории народных избранников в контексте институционализации региональной молодежной элиты. Задачи работы состоят в выявлении тенденций рекрутирования молодежного сегмента депутатского корпуса региональных парламентов, черт сходства и различия характеристик групп молодых депутатов мужского и женского пола. Гипотеза исследования заключается в том, что институционализация региональной молодежной элиты проблематична, есть универсальные факторы, способствующие вхождению молодежи в политическую элиту, и специфические факторы, отражающие гендерные аспекты формирования правящего класса. Источниками информации стали сайты региональных легислатур, специализированные порталы, посвященные депутатам различных уровней, материалы СМИ, сетевые сообщества; методы исследования – анализ литературы, сбор и обработка статистических данных. Среди ключевых трендов механизмов рекрутирования молодых лидеров в региональные парламенты РФ авторы выделяют влияние партийной политики, публичных и неформальных институтов, а также гендерного фактора на выработку критериев и механизмов отбора молодых лидеров для законодательной работы в регионе. Эти тенденции отражают проблемность процесса создания молодежного резерва региональной политической элиты, который требует разработки и реализации молодежной кадровой политики, включающей гендерные аспекты.
He relevance of the study is based on the genesis of public organizations of fathers within the Russian civil society. The object of the research is the legally institutionalized communities of fathers, the subject is their discourses and practices, the source is the online network resources of these public associations. The novelty of the study lies in the consideration of the conceptual, ideological and project-practical aspects of the activities of paternal communities, identification of goals, objectives, strategies for the development of a culture of paternity in the context of state policy to preserve and strengthen traditional values. Analyzing Russian public organizations and movements of fathers, the authors come to the conclusion that at the present stage, fathers' communities are consolidating into an integral ecosystem, there are movements at the federal level, potentially capable of acting as lobbyists for ideas articulated in program documents as novels in family law. The authors believe that the common goal of all paternal communities is to increase the role of the father in modern Russian society through the promotion of the father-mentor model based on the concept of traditional family values. The presence of a wide range of interpretations of paternity associated with an ambiguous interpretation of traditional values is noted. It is alleged that the ideology of the division of complementary spheres of responsibility into female/maternal and male/paternal declared by paternal communities is offered in a modernized and traditionalist form. The authors explicate both positive (development of discourses and practices of socially responsible fatherhood, protection of fathers' rights in case of divorce) and negative (ideology of neopatriarchy) effects of the activity of paternal communities in Russia.
