11Earthquake early warning systems (EEWSs) that rapidly trigger risk-reduction actions after a 12 potentially-damaging earthquake is detected are an attractive tool to reduce seismic losses. One 13 brake on their implementation in practice is the difficulty in setting the threshold required to trigger 14 pre-defined actions: set the level too high and the action is not triggered before potentially-15 damaging shaking occurs and set the level too low and the action is triggered too readily. Balancing 16 these conflicting requirements of an EEWS requires a consideration of the preferences of its 17 potential end users. In this article a framework to define these preferences, as part of a participatory 18 decision making procedure, is presented. An aspect of this framework is illustrated for a hypothetical 19 toll bridge in a seismically-active region, where the bridge owners wish to balance the risk to people 20 crossing the bridge with the loss of toll revenue and additional travel costs in case of bridge closure. 21Multi-Attribute Utility Theory (MAUT) is used to constrain the trigger threshold for four owners with 22 different preferences. We find that MAUT is an appealing and transparent way of aiding the 23 potentially controversial decision of what level of risk to accept in EEW. 24

Earthquake Early Warning (EEW) system is a real-time earthquake damage mitigation system. It detects, analyzes and transmits information of the impending event at the potential user sites. In the present study, an attempt has been made to develop a multi-parameter-based EEW algorithm for accurate and reliable issuance of EEW. In the present study, not only the individual parameters such as maximum predominant period (t max p ), average period (t c ) , peak displacement (P d ), cumulative absolute velocity and root sum of squares cumulative velocity have been used to develop an algorithm but also various combinations have been attempted to issue alarm. The criterion for issuing warning is based on the alarm status of combinations of parameters at nearest four stations within selected epicentral distance of the event. It has been concluded that three parameter preference-based approach provides most efficient results at a time window of 4 s. The data-set for estimating various parameters required for multi-parameter algorithm has been taken from K-NET seismic array (Japan). The algorithm has been validated on the data taken from different regions. Based on the validation carried out using Indian and PEER-NGA database, the results revealed better performance of multi-parametric EEW algorithm.

The south of the Iberian Peninsula is a region situated at the convergence of the Eurasian and African plates. This region experiences large earthquakes with a long separation in time, the best known of which is the great 1755 Lisbon Earthquake (i.e., maximum macroseismic intensity, I max =X), which occurred SW of San Vicente Cape (SW Iberian Peninsula). The high risk of damaging earthquakes has recently lead Carranza et al.(2013) to investigate the feasibility of an EEWS in this region. The analysis of the geometrical situation between the Iberian seismic networks and the San Vicente Cape area led the authors to conclude that a threshold-based approach, which would not require the real-time location of the earthquake, might be the best option for EEWS in SW Iberia.The current work explores this hypothesis, and proposes a new EEW approach that extends the standard P-wave threshold based single station analysis to the whole network.The proposed method allows the real-time estimation of the potential damage at stations that are triggered by P-waves, as well as at the not-triggered ones, giving the advantage of a greater lead-time for the release of alerts. Results of tests made with synthetic data mimicking the scenario of the great 1755 Lisbon Earthquake, and those obtained by applying the new approach to available recordings, indicate that an EEW estimation of the potential damage associated with an event in the San Vicente Cape area can be obtained for a very large portion of the Iberian Peninsula.2
