With the rapid development of China’s social economy, the phenomenon of unbalanced regional economic development is increasingly obvious. The shortage of water resources in northwest China is an important constraint to local development. The study on the water resources carrying capacity of the Zhuanglang River Basin plays an important role in the development of local economy; thus, we evaluate the water resources situation of Zhuanglang River Basin by using hydrology-related calculation method, combining with field investigation, visiting relevant departments, and referring to relevant data. Meanwhile, the water resources carrying capacity of 3 counties and 12 townships in the Zhuanglang River Basin in the current year are studied and analyzed based on methods such as fuzzy comprehensive evaluation model and quantitative calculation. Results indicate that the carrying capacity of water resources in Zhuanglang river basin can mostly meet the needs of township, but it is necessary to further optimize the water resources carrying capacity of the Zhuanglang River Basin from the four systems of water resources, society, economy, and ecology in the future. Besides, the results of quantitative calculation show that the maximum economic scale that water resources can withstand in most areas of the Zhuanglang River Basin is the overall well-off level, that is, the per capita domestic water is 80L/(d· person), and the per capita GDP is 10000 yuan/person. But there is still a certain gap to achieve the level, when the people are well-off in an all-round way, the two indexes are correspondently raised to 120L/(d· person), and the per capita GDP is 30,000 yuan/person.

This paper aims to explain the application of Ecological Footprint method as an approach for finding out the carrying capacity of the region. Case study was conducted in Bandung Basin Area that called as The Bandung Regional area. Ecological Footprint Analysis was done by using the Workbook and Guidebook National Footprint Account 2008 that prepared by the Global Footprint Network (GFN). Results of the analysis showed that the ecological footprint of Bandung Regional has been deficit of 1.31 gha/capita (EF Consumption is 1.37 gha/capita and biocapacity is 0.06 gha/capita). Thus, the supply-demand ratio is 0.04. This value ratio is less than one so it is categorized as the overshooting status. This status indicates that the carrying capacity of resources has been overloaded in the Bandung Regional. Therefore, it requires the number of efforts including regulation that can alter the consumption pattern and create metabolic utilization of natural resources which is more circular than linear. In addition, it needs a good cooperation among stakeholders in the surrounding area of Regional Bandung to meet the demands of all communities in Bandung region.Keywords: Bandung regional, carrying capacity, ecological footprint, overshoot ABSTRAKMakalah ini bertujuan menjelaskan hasil aplikasi metode jejak ekologis sebagai salah satu pendekatan untuk mengetahui daya dukung lingkungan suatu kawasan. Studi kasus dilakukan di Kawasan Cekungan Bandung yang disebut juga sebagai Regional Bandung. Analisis jejak ekologis dilakukan dengan memanfaatkan Workbook dan Guidebook National Footprint Account Tahun 2008 yang disediakan oleh Global Footprint Network (GFN). Hasil analisis menunjukkan bahwa jejak ekologis Regional Bandung mengalami defisit sebesar 1.31 gha/kapita dengan nilai jejak ekologis konsumsi (EF consumption) sebesar 1.37 gha/kapita dan biokapasitasnya sebesar 0,07 gha/kapita. Dengan demikian rasio supply-demand sebesar 0.04. Nilai rasio supply-demand kurang dari satu dikategorikan sebagai status overshoot. Status ini mengindikasikan bahwa daya dakung sumber daya alam di kawasan Regional Bandung telah terlampaui. Oleh karena itu diperlukan berbagai upaya termasuk regulasi yang dapat merubah pola konsumsi dan menciptakan metabolisme pemanfaatan sumber daya alam yang lebih bersifat sirkuler daripada linier. Selain itu perlu dilakukan kerjasama yang baik diantara pemangku kepentingan di wilayah sekitarnya untuk memenuhi segala kebutuhan masyarakat di Regional Bandung. The demand structure of resources for new economy is different from the traditional one in that its development may significantly change China’s economic location map and spatial pattern. Based on 343 administrative units of prefecture-level cities in China, this research constructs the measurement index system of terrestrial surface natural resources under the orientation of the new economic demands; this research mainly analyses the spatial distribution characteristics and geographical mechanism of natural resources by means of the spatial autocorrelation and spatial similarity calculation methods. The results show that: (1) The structure and endowment of natural resources under the orientation of the new economic demands need to be reexamined. The significance of a good environment and ecological resources has been highlighted. The coupling of resource elements better reveals the availability of natural resources. (2) The natural resources decrease from southeast to northwest, showing a pattern of “abundant in the south and east and scarce in the north and west”. Natural resources have a significant positive correlation in spatial distribution with two types of agglomeration: high-high agglomeration and low-low agglomeration, showing the local agglomeration feature of “high in the south and low in the north”. (3) Natural factors such as temperature, precipitation and altitude affect the spatial distribution of natural resources, with the temperature being the most significant. This indicates that the original natural environment and its role are the geographical mechanism for the formation and distribution of natural resources. The results could provide a reference for the development and the optimization of China’s new economy.
