Riau is an Indonesian province known for its large plantations. The plantation business makes the most significant contribution to the fiscal revenues of the province. This paper aims to innovate rural economy through the sustainable development of superior commodities in the plantation sub-sector of agriculture. Specifically, multi-criteria analysis (MCA) was performed to determine the superior commodities in each locality. The results show that the superior commodities include palm oil, rubber, coconut, cocoa, coffee, and sago. The development of these commodities could boost farmers’ income with the added value of planation products. On this basis, the fair use of land for all categories was highlighted from social, economic, and environmental perspectives, and recognized as essential to the development of sustainable plantations, which are integral to rural economy and land sustainability. The proposed development strategy for superior commodities in plantation is in line with the sustainable development goals (SDGs) in Riau Province, Indonesia.

Various government initiatives to support food security based on local wisdom, such as planting sago, must be implemented through multiple agricultural potentials. On the other hand, the facts show that sago is still not consumed as a staple food and requires extensive local government expertise. Therefore, this study aims to examine the ability of local governments to produce sago based on local wisdom in the Meranti Islands Regency, Riau Province. This study uses a qualitative approach with data analysis techniques on the Nvivo 12 Plus software concept map analysis. Based on the research results, the ability of the Meranti Islands Regency Government has four dimensions of capability, namely: First, in the knowledge and skills dimension, the government has carried out the task with regional agencies in socializing the "One Day with Sago" program. Second, on the technical system dimension, the government already has a technical design and specifications for sago processing, focusing on developing small and medium-sized industrial centers. Third, in the Managerial System Dimension, the government has encouraged community empowerment and designated Meranti as a sago cluster area. Fourth, in the Dimension of Values, the government has made efforts to empower the community sustainably and has produced various innovations in the content of sago production.

Purpose: This study aims to analyze the evaluation of human resources in managing food barns and how to maximize human resources in managing food barns as a form of service to meet community needs during a pandemic. Design/Method/Approach: The research method uses a literature review study design and a descriptive qualitative approaching method. Findings: The results of the research show that in order to improve the effectiveness of human resources, it can be based on technology and information. As well as optimizing human resources, it can be done through trainings that require community and government participation. Theoretical Implications: This study contributed especially in the existence of literature about the management of food barns in rural area during the time of economic crisis and COVID-19 Pandemic. Practical Implications: Rural area apparatus in the region of East Java, Indonesia must improve their skill about the information system to menage food barns not in traditional way. Originality/Value: This study is diffrent from any other studies in term of human resources, this is because this study has a characteristic about the use of technological information on how to manage the food barns at the moment of COVID-19 Pandemic.
