Post Occupancy Evaluation (POE) and Energy Conservation Opportunities (ECOs) Study for Three Facilities in SPbPU in Saint Petersburg

Post-occupancy evaluation (POE) is a process of evaluating the performance of a building after it has been occupied for at least several years. The authors conducted a comprehensive and critical review to provide a both qualitative and quantitative introduction of POE, including a brief introduction of the history, definition and benefits of POE, a statistical analysis of 146 POE projects since 2010, a comparison of 13 existing POE protocols, a summary of emerging research focuses, and potential future research areas. The 146 POE projects were analyzed in terms of building types, countries, purposes, methods used, and key findings. The review of 13 POE 2 protocols show the state-of-the-practice POE techniques. Apart from POE projects, the authors present emerging research topics related to the visualization of POE results, analyses of occupant survey database, and measurement of occupancy. Despite repeated efforts to foreground Post-occupancy evaluation (POE) in many countries, few have any policy or legislation in place to mandate this process. Large scale voluntary efforts have also failed to provide successful templates through which to mainstream broader Building performance Evaluation (BPE) activity within which POE sits. This paper reviews various programmes and initiatives in the UK which have attempted to embed first POE, then BPE over the last twenty years within a global context, using a practice-based approach based on the author's experience of working in the field over this period. Key findings are: a failure of government to systemically follow through on BPE initiatives, stakeholders operating independently of eachother, a lack of institutional engagement in the education sector as a key driver for BPE, and the potential for interdisciplinary models to embrace all members of the design team as well as the client. The paper then examines the means by which BPE has been successfully embedded into practice directly, through deep organisational learning and knowledge exchange activities. Recommendations for these models to be replicated through professional institutions, other learning organisations and regulatory frameworks in the UK are put forward in the Conclusion as a way forward.

To improve buildings and their characteristics, the feedback provided directly by users is generally fundamental in order to be able to adapt the technical and structural functions to the well-being of users. The post-occupancy evaluation (POE) fits perfectly into this context. The POE, through qualitative and quantitative information on the interior environment, makes it possible to identify the differences between the performances modeled in the design phase and the real performances experienced by the occupants. This review of 234 articles, published between 2006 and 2022, aims to analyze and compare the recent literature on the application of the POE methodology. The aim was to provide both a qualitative and quantitative assessment of the main factors that comprise the indoor environmental quality (IEQ). The study highlighted the factors that comprise the quality of the indoor environment, as well as the variables that are usually analyzed to describe the well-being of the occupants. The results suggested which are the most common approaches in carrying out POE studies and will identify the factors that most influence the determination of the good quality of an indoor environment.
