The present article presents the outcomes of an environmental perception survey conducted in a Brazilian Federal University, as well as addresses the relation between the culture identified in the studied community and the public policies developed to encourage sustainability. It is a descriptive study based on a quantitative approach wherein a structured instrument was applied to assess the daily habits of 387 individuals from the institution's internal community. The outcomes have shown that this community tends to have a positive environmental perception, although it does not pay much attention to the environmental impacts resulting from its own habits. Based on this construct, the discussion about the government expectations intrinsic to the implemented public policies was addressed, as well as the degree of environmental awareness in the studied group. It was concluded that the socio-environmental scenario in the university is featured by the theory/practice dichotomy, which is a barrier to the local sustainability culture development dynamics and also a challenge to the articulation of legal dictate purposes and the potential arrangements identified in this internal community.

O presente estudo perpassa pela análise relacional entre o meio ambiente e a vida na Terra, bem como os esforços empreendidos com o fito de resguardar as presentes e futuras gerações. Nesse sentir, é imperiosa a abordagem acerca da origem da vida no Planeta, como forma de compreender o surgimento do meio ambiente. Destarte, importa ressaltar os marcos jurídicos voltados à proteção ambiental, tanto em esfera nacional, como também no contexto internacional. A água é essencial à vida, e por isso recebe uma tutela jurídica especial, no patamar de direito fundamental, ocasião em que restou necessária a implantação de uma política voltada para o seu uso, disciplinada pela Lei no. 9.433/1997.

O estudo trata do licenciamento ambiental, que é um instrumento de controle e proteção do meio ambiente, servindo de meio para o estabelecimento de empreitadas que importem degradação ambiental ou que necessite da utilização de recursos naturais, impondo medidas capazes de arrefecer os impactos gerados pela atividade degradadora. Para atender esse propósito, estabeleceu-se como objetivo geral analisar a participação da população nos processos de licenciamento ambiental na Paraíba, Nordeste do Brasil, confrontando-a com a metodologia adotada pela Superintendência de Administração do Meio Ambiente da Paraíba (SUDEMA-PB). Quanto à metodologia, a pesquisa é de cunho qualitativo, e serviu-se de fontes bibliográficas e documentais disponíveis, a fim de demonstrar a forma com que as audiências públicas são conduzidas e medir a eficácia da participação popular no procedimento. Acerca dos resultados, observou-se que o convite formulado à população não é capaz de acudir a um número razoável de cidadãos, além do que foi possível observar que fatores de cunho social acabam dificultando o acesso e a participação popular nas audiências públicas de licenciamento ambiental.
