The importance of developing higher-order thinking skills in the 21st century impacts the standardization of learning tools in schools. This research analyses the lesson plans prepared using the HOTS-based learning plan indicators. The research design used is document analysis. The data source in the study was the lesson plans that elementary school teachers had prepared, as many as 4 lesson plans—data collection techniques using documentation and interviews. Data analysis techniques are data reduction, display, and verification. The study results showed that the HOTS aspect was included in the lesson plan the teacher had prepared. Namely, the competency selection aspect was 83.3%. Formulation of indicators by 25%. The identity of the selection of learning materials is 100%. The formulation of learning objectives is 50%, the use of learning methods is 75%, and the use of learning resources is 75%. The use of learning media is 100%. Learning activities by 100%, selection of assessment by 100%. Overall the coverage of lesson plans analyzed on HOTS was 80.2%. The HOTS-based learning plans that elementary school teachers have prepared still need to improve their preparation, especially in using HOTS verbs. A review of the HOTS-based learning implementation plan is needed to achieve learning activities that refer to developing students' higher-order thinking skills.

Siswa harus memiliki kemampuan berpikir tingkat tinggi agar dapat bersaing dengan pesaing lain di dunia digital yang semakin kompetitif dan menjawab semua permasalahan kehidupan modern. Penelitian ini bertujuan untuk memecahkan kesulitan – kesulitan siswa dalam menyelesaikan soal keterampilan berpikir tingkat tinggi (HOTs). Metode Penelitian yang digunakan adalah penelitian deskriptif kualitatif. Subjek penelitian yaitu sebanyak 14 siswa kelas VII A di MTSN 6 Kerinci. Instrumen yang digunakan dalam penelitian ini berupa soal tes uraian bertipe HOTS dengan materi bentuk aljabar. Analisis data pada penelitian ini dengan menyelesaikan soal tes, dan dokumentasi ketika subjek mengerjakan soal tes. Hasil tes diperoleh kesulitan siswa yang tinggi kategori kesulitannya terdapat pada indikator memecahkan masalah yang berkaitan dengan operasi hitung (penjumlahan, pengurangan, perkalian, Pembagian, dan peningkatan) pecahan aljabar yaitu 78% siswa. Siswa memperoleh prestasi dalam kriteria sedang untuk tingkat kesulitan pada soal nomor 2 yaitu pada indikator mengenai menganalisis hasil operasi pecahan aljabar, siswa yang mengalami kesulitan dalam menyelesaikan soal yaitu 7%. Kemudian pada indikator yang menghubungkan pengetahuan aljabar dengan masalah nyata dalam kehidupan, siswa memperoleh prestasi pada kriteria tingkat kesulitan rendah. 43% memperoleh nilai 4. Siswa kesulitan menjawab pada soal no 1, hal ini disebabkan karena siswa kesulitan memahami maksud dari soal dan sulit menentukan bagaimana cara menyelesaikan soal tersebut. The PjBL (Project Based Learning) model is important to develop in learning at elementary schools, because the PjBL model provides opportunities for students to develop creativity and improve learning outcomes. The PjBL model involves higher order thinking skills, or HOTS. One of the current learning demands in the 4.0 era requires students to be able to develop their creativity. Creativity is needed by students now and in the future to overcome various challenges in life. The observation results show that SD Kertak Hanyar has not implemented learning using the HOTS-based PjBL model yet. The purpose of this research is to find learning model steps that are able to develop creativity, as well as to analyze students' learning outcomes. The combination of PjBL model steps and higher order thinking skills (HOTS) is a learning strategy that is expected to be implemented effectively. The method used in this research is Research and Development, to produce a product. The research stages can be broken down as follows: (1) the preparation stage, (2) the HOTS-based PjBL Model Development stage, (3) the model effectiveness analysis stage. The results of the HOTS-based PjBL Model development research obtained an increase in students' creativity of 42.50, and learning outcomes with an average score of 86.14 (2) the HOTS-based PjBL Model Development stage, (3) the model effectiveness analysis stage. The results of the HOTS-based PjBL Model development research obtained an increase in students' creativity of 42.50, and learning outcomes with an average score of 86.14 (2) the HOTS-based PjBL Model Development stage, (3) the model effectiveness analysis stage. The results of the HOTS-based PjBL Model development research obtained an increase in students' creativity of 42.50, and learning outcomes with an average score of 86.14 student creativity score of 0.75. The achievement at SDN Kertak Hanyar is in the high category. The conclusion from the results of the study is that the HOTS-based PjBL model is effectively implemented in learning at SDN Kertak Hanyar, in other words it is able to increase students' creativity and learning outcomes. As a follow-up to the results of this research, a model step socialization will be carried out to teachers at SD Kertak Hanyar.
