Abstract. The law number 4 : 2011 and Presidential Decree number 9 : 2016 policy in Indonesia regulates the management of standardization and unification of geospatial data called One Map Policy to achieved one geospatial information which is needed across the institution and ministries. Ministry of Energy and Minerals Resources (MEMR) of Republic Indonesia have managed diverse data which are dynamic and periodically changing, completed with their spatial aspect. To manage those datasets to follow the one map policy, Center of Data and Information Technology unit with task is managing data and information technology developed a Web-GIS platform called ESDM One Map Indonesia that can be used for displaying, analyzing, and monitoring energy and mineral resources. ESDM One Map Indonesia is expected to support various stakeholders in their decision and policy making process, especially in the case of territorial issues. The data in this system is stored in PostgreSQL that exist in an enterprise geodatabase which then published as map services in WMS, WFS, or KML format using Enterprise GIS. Overall, this Web-GIS application could help in monitoring the data development and performing spatial analysis which are can be used for supporting the decision maker. ESDM One Map Indonesia is strong efforts -from MEMR of Republic Indonesia in the form of Web-GIS application for supporting the Indonesian One Map Policy which requires-support and data collaboration from another Ministry/Organization. The willingness from MEMR still needs a support especially keep up with the advancement of Web-GIS based application so that the service provided by ESDM One Map Indonesia can be continuously maintained.

Despite its potential use for earth observation and GIS-based analysis, Public Administrative Data (PAD) has been neglected in the spatial big data discussions. For instance, linking unaggregated public databases to the smallest administrative units for mining spatial data currently absents from literature. In this study, a neighborhood association base map was developed and the usability as a platform for linking PAD in Indonesia was investigated. The base map is proposed as a new feature in Indonesia's SDI. A data model was developed, and data accuracy and reliability were assessed by a case study. Four unaggregated databases obtained from public institutions were examined using common structured query language. The results show that from 1.3 million records, more than 95% can be directly linked to the base map. Finally, it is concluded that despite the existence of challenges, linking PAD with the base map is feasible and beneficial for GIS-based analysis.

Discourses on the performance gap of agriculture in a green economy: a Q-methodology study in Indonesia

Gaps exist between aspirations of 'green agriculture', which protects biodiversity and ecosystem services, and the reality on the ground. Using Q-methodology, we explored expert opinion in Indonesia on the contributing factors to the gaps. Q-methodology indicated three dominant discourses on 'green agriculture' and groups of experts who prioritize them: (1) endorsers of regulations and innovations; (2) providers of resources for access to capital, technology and knowledge; and (3) proponents of green economy (GE) and land-use planning (LUP). Group 1 pointed out the importance of endorsing incentives to reduce the gap, while Group 2 reckoned that building smallholders' capacity and providing them with access to capital, technology, and knowledge are needed to green agricultural practices. Group 3 described the importance of integrating environmental value into the gross domestic product and earmarking sources derived from environmental levies for greening the agricultural sector. All discourses recognized the importance of scientific policy formulation. Groups 1 and 3 agreed that non-synchronization of LUP between national and local governments highly contributes to the gap. Groups 2 and 3 perceived that ecosystem services from the agricultural sector have not been sufficiently understood to promote green agricultural development. By simultaneously addressing the gaps on each level and understanding how each factor contributes to the gap, we propose a set of recommendations to improve the implementation of green agriculture in Indonesia by creating a platform that all three groups can recognize and support.
