o-production is a rapidly growing endeavour now widely applied in the fields of health, development, education, climate change, industrial production and sustainability [1][2][3][4][5][6] . Policy relevance Policy makers, researchers and analysts helping to plan and implement REDD+, environmental services and climate change would find this paper potentially helpful. The paper explores progress on REDD+ Readiness across four countries (Cameroon, Indonesia, Peru and Vietnam) and provides broad lessons, recommendations and examples across these countries for further improving REDD+. The paper also suggests an innovative, credible and universally applicable set of criteria and indicators derived through a systematic review that could serve further global comparative analysis of readiness for REDD+ and relevant national environmental services delivery systems, including climate change mitigation.

To supply ecosystem services, private landholders incur costs. Knowledge of these costs is critical for the design of conservation-payment programs. Estimating these costs accurately is difficult because the minimum acceptable payment to a potential supplier is private information. We describe how an auction of payment contracts can be designed to elicit this information during the design phase of a conservation-payment program. With an estimate of the ecosystem-service supply curve from a pilot auction, conservation planners can explore the financial, ecological, and socioeconomic consequences of alternative scaled-up programs. We demonstrate the potential of our approach in Indonesia, where soil erosion on coffee farms generates downstream ecological and economic costs. Bid data from a small-scale, uniform-price auction for soil-conservation contracts allowed estimates of the costs of a scaled-up program, the gain from integrating biophysical and economic data to target contracts, and the trade-offs between poverty alleviation and supply of ecosystem services. Our study illustrates an auction-based approach to revealing private information about the costs of supplying ecosystem services. Such information can improve the design of programs devised to protect and enhance ecosystem services.

Payments for environmental services (PES), the non-provisioning part of ecosystem services, target alignment of microeconomic incentives for land users with meso- and macroeconomic societal costs and benefits of their choices across stakeholders and scales. They can interfere with or complement social norms and rights-based approaches at generic (land-use planning) and individual (tenure, use rights) levels; they interact with macroeconomic policies influencing the drivers to which individual agents respond. In many developing country contexts, community scale factors strongly influence land users' decisions, whereas unclear land rights complicate the use of market-based instruments. PES concepts need to adapt. Multiple paradigms have emerged within the broad PES domain. Evidence suggests that forms of “coinvestment in stewardship” (CIS) alongside rights are the preferred entry point. Commodification of environmental services (ES) and ES markets might evolve later on, but require strong government regulation to set and enforce rules of the game. We frame hypotheses for wider testing and “no-regrets” recommendations for practitioners.

Sustaining the regular flow of water from mountain forests is important for downstream stakeholders in seasonally dry tropical countries, and a watershed payment for ecosystem services (PES) scheme that links rural ecosystem service providers to urban water users through economic transfers may help to maintain water supply and forest habitat. A CARE/WWF project in the Uluguru Mountains of Tanzania has established a pilot watershed PES scheme. We trace the development of this scheme and outline its initial impacts. Memoranda of Understanding between companies in Dar es Salaam (the downstream water users) and farmers in the mountains provide the framework to deliver tangible financial benefits to local people, help change patterns of land use and potentially improve water quality. A number of lessons learned from this project are relevant for similar schemes elsewhere in the region. Overcoming the various challenges is essential for expanding the current pilot project to a scale where it delivers measurable changes in water quality for downstream users.
