The article is devoted to the description of experimental studies on the assessment of the hygienic efficiency of lighting conditions with light-emitting diodes (LEDs) of the first and second generations when performing work of an industrial nature. In the course of research work, an experimental lighting installation (ELF) was developed and installed, which implements lighting options with LEDs and fluorescent lamps (LL). The state of the accommodative-muscular apparatus, the retina and the central link of the organ of vision was assessed; integrated indicators of visual performance were studied. It has been established that LED lighting does not have a negative impact on the organ of vision and the human body as a whole, indicators of visual performance. The changes in the functional parameters of the organ of vision that take place during the performance of visual work enter the corresponding boundaries of physiological fluctuations and are reversible. It was revealed that second-generation LEDs create a more favorable light environment for performing visual work of an industrial nature. The practical significance of the obtained results is shown.

Summary. Background: Running of built-in objects in residential houses can significantly worsen living conditions due to adverse effects of various chemical and physical environmental factors. Yet, sanitary and epidemiological standardization in terms of placement of non-residential premises in residential buildings is not sufficiently regulated, which leads to numerous violations when commissioning non-residential premises in residential buildings. In this regard, the question arises about legal acts regulating design issues and ensuring sanitary and epidemiological well-being when placing non-residential objects in residential buildings and constituting the basis for sanitary and epidemiological expert examinations. Materials and methods: We analyzed regulatory acts setting sanitary and epidemiological requirements for living conditions, placement of public facilities in residential buildings, and alteration projects in residential buildings and examined the archive of public complaints. Results: We established the absence of federal regulations requiring mandatory sanitary and epidemiological expert examination of alteration projects for public facilities built into residential buildings. A significant part of issues related to ensuring sanitary and epidemiological well-being of the population is determined by technical regulations on safety of buildings and structures rather than sanitary legislation. This is the reason why these regulations are included in the scope of accreditation of many inspection bodies of Rospotrebnadzor institutions. Executive authorities and customers of projects for placement of non-residential premises in residential buildings, assuming reconfiguration of built-in facilities, order a sanitary and epidemiological expert examination of alteration projects, rightly believing that elimination of nonconformities at the stage of a separate project will be the most cost-effective solution. Conclusion: It goes without saying that the most efficient solution that can help prevent deterioration of living conditions is a sanitary and epidemiological expert examination requiring amendments and additions to the current sanitary legislation on expediency of such an examination.

Introduction: The increase in time people spent in rooms of various functional purposes makes special demands on the quality of artificial lighting, which increasingly compensates for the lack of daylight. In 2021, Russian Sanitary Regulations and Standards SanPiN 1.2.3685-21 came into force setting new requirements for qualitative and quantitative characteristics of artificial lighting in residential and public buildings, thus necessitating improvement of instrumental control methods. Objective: To develop and substantiate requirements pertaining to organization of instrumental control, procedure and conditions for measuring lighting indicators in the premises of residential and public buildings in order to control their compliance with the updated hygienic standards. Materials and methods: We reviewed 17 regulatory documents and guidelines containing the requirements for illumination and measurement of its parameters and analyzed more than 30 proposals for lighting assessment received from 28 territorial bodies and institutions of the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor). We also considered ten main issues concerning instrumental control of lighting suggested for discussion at the meetings on activities and assignments of physical laboratories of Rospotrebnadzor Centers for Hygiene and Epidemiology in 2018–2020 and issues of illumination measurement and assessment in different types of buildings posing challenge for specialists of the Inspection Body in the course of sanitary and epidemiological expert examination of measurement results. Results: We have determined method approaches to organizing and taking measurements of lighting indicators and specified the choice of monitored parameters, measuring points and conditions. Conclusion: When developing guidelines for measuring and assessing lighting inside and outside residential and public buildings, it is necessary to systematize the requirements of valid method documents, eliminate existing contradictions, and determine the choice of indicators, measuring points and conditions to be monitored.
