Objective: To analyze the influence of political and electoral characteristics on the opening of additional credits in the municipalities of Paraná, in the political cycle from 2013 to 2016. Method: Used a descriptive methodology of quantitative approach from a multiple linear regression, whose data were collected exclusively by internet in the year 2017. The sample of this study covered 377 municipalities of Paraná whose data were available in the years of 2013 to 2016. Originality/relevance: To demonstrate the behavior of the municipal entities of Paraná in the use of additional credits from the point of view of theoretical aspects and their relations with the budget. Results: The research concluded that the variables electoral year, electoral mandate, political ideology, partisan alignment and population size exert a positive and significant influence on the opening of additional credits by the municipalities of Paraná. On the other hand, the variable managerial change has a negative influence on the opening of additional credits. Theoretical/methodological contributions: The additional credit is used in function of the electoral calendar, justified by the probability of increasing its chances of re-election for the next year, so that the manager fills a gap in his initial schedule or adapts the allocation of resources changes in policy priorities. The newly elected politicians seek to signal their competence in budgetary matters. The opening of additional credits is greater when managers are in the first electoral mandate. Social/management contributions: It has been observed that the use of additional credits varies according to political and electoral conditions and that society, as a mechanism of social control, must be attentive.

“…This finding points to an important contradiction in the results found, for at the same time that the quality of the Plan is chosen as a potentiality, its inability to be a part of the agenda on public accounts appears as an important limitation. Understanding public accounts as a technical, but also a political, tool highlights the role of institutional actors involved in power disputes that tend to influence the possibilities of allocation and application of resources in the various public policies [18]. Thus, in the context of the PNSAN, even though CONSEA does not have a deliberative character or enforcement of resources [2], its directors must take actions that convert the public budget as a way to promote an effective insertion of the theme of food and nutritional security in the public policy agenda.…”

State Plan for Food and Nutrition Security: Potentialities and limitations

Objective To identify potentialities and limitations for the execution of a State Plan for Food and Nutrition Security. Methods This is a qualitative research, using as a case the State Plan of Food and Nutrition Security of the state of Santa Catarina. The data were collected from an interview with eight key informants nominated by the executive secretaries of the Food and Nutrition Security Council and the Inter-Sectoral Food and the state Nutrition Security Board. The analysis took place through the Collective Subject Discourse method. Results The main potentialities were the quality of the plan and the structuring of the National System of Food and Nutrition Security in the state. The main limitations were related to the financial resources, to political interests and to the structure of the Management Chamber. Conclusion It is hoped that this study may support strategies that strengthen potentialities and minimize the limitations identified in the case studied, as well as in similar state contexts, contributing to the qualification of the Plans and consequent execution of the Food and Nutrition Security Policy.

Purpose-The purpose of this paper is to discuss the impacts of the investment programs created by the Brazilian federal government on private investment in transportation infrastructure (crowding-in effect). Design/methodology/approach-The study used two quantitative techniques of data analysis: cluster analysis and panel data analysis. Findings-The results show that the investment programs created by the Brazilian federal government were successful in attracting private agents to invest in transportation infrastructure in the country. This effect is observed even in the cases of programs focused on public investments. Research limitations/implications-Advancing the research area that seeks to assess the impact of public policies is the main practical and social implications of the papers. As a research limitation we can highlight that need for a comparison to other country investment's public policies. Practical implications-Performance of public policies. Social implications-Economic development. Originality/Value-The paper discusses the effects of the Brazilian Federal Government programs for infrastructure investment in the private investment in the country (investment in transportation infrastructure). The issue is relevant for policies makers.
