Núcleos de epidemiologia em hospitais de alta complexidade da rede pública de saúde situados no Recife, Pernambuco: avaliação da implantação

Abstract

Este artigo tem por objetivo avaliar a implantação dos núcleos epidemiologia de sete hospitais de alta complexidade da rede publica de saúde de Pernambuco, identificando os principais problemas e dificuldades para sua implantação e operacionalização. Para avaliar o grau de implantação foi construído um sistema de escores, baseado na situação dos recursos físicos, materiais e humanos, práticas operacionais, atividades de ensino e pesquisa e gestão dos núcleos. A constituição dos núcleos e sua regulamentação foi um grande avanço institucional, porém a operacionalização vem encontrando muitas dificuldades. O atual estágio de implantação da maioria dos núcleos não é satisfatório, existindo diferenças marcantes em relação ao grau de implantação entre os hospitais. O contexto político representado pela decisão dos gestores influenciou efetivamente no grau de implantação e dependendo da atuação dos atores de apoio ou não, representou uma força antagônica ou sinérgica ao investimento.
