Both initiatives highlighted the citizen security paradigm, implying that actions and decisions emanating from the Ministry of Justice should promote and warrant human rights (Madeira & Rodrigues, 2015). These national public safety plans were never translated into lower rates of incarceration, due to the approval of two contradicting legislative bills, namely Law #10,792 in 2003;and Law #11,343 in 2006. Law #10,792 was published in 2003 creating the Differentiated Disciplinary Regime (RDD, Portuguese acronym) that subjects detainees to more stringent prison regime depending upon their affiliation with criminal organizations, such as the PCC, making their prison length inside correctional facilities longer (Cruz et al, 2013).…”
