Housing and settlements have an important function and role in people's lives, because they reflect and embody human identity, both individually and in an integrated unity and togetherness with the natural environment. People's desire to get a decent home for themselves and their families continues to increase and is proven by people's enthusiasm in using the KPR program. The government's efforts to overcome this problem were delegated to the Ministry of Public Works and Public Housing through the Director General of Public Works and Housing Infrastructure Financing to organize the FLPP program, which is a form of government attention to Low Income Communities. The problem with making a PPJB deed is that the notary often does not understand the position of the parties, so he is still willing to make the PPJB Deed, even though there are losses that will arise in the future. A PPJB Deed and Authorization to Sell Deed were drawn up, even though what was done at a glance looked legal, in substance there was no legal protection for creditors or third parties. Because it is very possible for the debtor to give up or disappear and therefore not want to take responsibility for the process. Therefore, the author will examine whether a binding sale and purchase agreement for the transfer of mortgage rights without creditor approval made by a notary can provide legal certainty.

The writing aims to analyze the arrangements of sign language interpreters in making authentic deeds by Notaries for deaf people in Indonesia, analyze relevant arrangements on these issues for the provision of sign language interpreters by Notaries for deaf people in the future. The benefits of writing provide juridical understanding related to the arrangement of providing sign language interpreters in making authentic deeds by Notaries for deaf people in Indonesia and providing scientific contributions in the dimensions of Notary Law. The void of norms underlies writing using normative types of legal research through statutory and comparative approaches analyzed with descriptive, comparative, argumentative, and prescriptive techniques. The results showed that the authority of Notaries to make authentic deeds is contained in Article 15 paragraph (1) of the Amendment Notary Position Law. The arrangement is intended for those with non-disabled conditions only because it contains a clause "self-explanatory." Based on a comparative study of the Amendment Notary Position Law with the Japanese Notary Law, the Amendment Notary Position Law has not regulated the provision of sign language interpreters for deaf people, while the Japanese Notary Law has regulated sign language interpreters. Solving the urgency of this problem by formulating the arrangement of sign language interpreters in the Amendment Notary Office Law by adopting the provisions contained in the Japanese Notary Law.

Land law in Indonesia regulates the customary rights of customary law communities. Communal rights were only recognised by the Minister of Agrarian Affairs and Spatial Planning Regulation No. 10/2016 on Procedures for Determining Communal Rights to Land of Customary Law Communities and Communities Located in Certain Areas. The regulation, which is expected to be a guideline in resolving conflicts between indigenous peoples, actually creates a conflict of norms. Through the National Land Agency, the government issued communal rights certificates as recognition and respect for customary law communities in West Papua. This shows that communal rights can be registered according to the laws and regulations in the field of land registration. In addition, the land can be cooperated with third parties or investors by granting Cultivation Rights or Building Rights. With this, it is necessary to study further the granting of communal rights certificates according to land law in Indonesia and the Right to Cultivate on communal land according to land law in Indonesia.
