Recent research shows increasing efforts to unfold the potential of Cultural and Creative Industries (CCIs) for regions in order to pursue new sources of innovation, competitive edge and to manifest sustainable and inclusive growth paths driven by creativity. Due to its strong commitments to the Sustainable Development Goals (SDGs) of the United Nations, on the global level, the Baltic Sea Region (BSR) has become a role model in sustainable development. Yet, individual BSR countries face challenges in the implementation of those goals. In this light, by building on the intermediate results (2017–2020) of two EU Interreg projects—Creative Ports and CTCC—this research reveals CCIs’ potential for sustainable development avenues. The investigation is based on case study methodology underpinned by empirical data gathered from participating Small and Medium-Sized Enterprises (SMEs) and topical experts met during the projects’ implementation and study visits. The present multi-project applied research reduces the research-to-practice gap pertaining to the so far underestimated role of CCIs for supporting traditional SMEs in the implementation of their sustainable ideas. Once engaged into cross-sectoral collaboration with traditional SMEs, CCIs become important brokers—sustainable innovation drivers and enablers within regional ecosystems through contribution to environmentally responsible, socially equitable and economically feasible solutions for the business they work with. Thus, on the one hand, CCIs support SMEs in their transition towards more sustainable managerial performance. On the other hand, CCIs overcome disconnection and increase their recognition through new collaboration opportunities, thus providing them with new capitalization avenues on the regional and international level.

The aim of the paper is to assess the impact of knowledge-intensive specialisation on Total Factor Productivity (TFP) in the EU regional scope. To calculate TFP defined as the aggregated output-input ratio, we employ the multiplicatively-complete Färe-Primont index as it satisfies all economically-relevant axioms and tests from the index number theory. The knowledge intensive specialisation of EU regions is captured by the statistics on high-tech industry and knowledge-intensive services, i.e. the employment in high-tech sectors as a percentage of total employment (HTS). The research sample consists of 248 EU regions at NUTS 2 level. The key findings of the study indicate that the employment in high-tech manufacturing and knowledge-intensive services is not distributed uniformly in the EU regional space. Similarly, TFP also varies substantially across the EU regions. Moreover, the results of the research model estimation show that specialisation in high-tech manufacturing and knowledge-intensive services directly affects regional TFP. The main implication of our analysis for the policymakers is to explore and support knowledge-intensive specialisation patterns, that should be built upon existing regional technological competencies and human capital endowment according to the smart specialisation strategies approach.

En la última década, la federalización de la ciencia y la tecnología (CyT) se ha establecido como idea fuerza en Argentina, tanto en la agenda como en el discurso de políticas para el área. Sin embargo, el concepto mismo de federalización resulta un tanto difuso y en ocasiones se ha utilizado de forma ambigua. A partir de una revisión de estudios académicos previos, documentos institucionales y expresiones de diferentes actores del sistema, este trabajo se propone ordenar las ideas que se manejan respecto de este tema, principalmente aquéllas surgidas de debates ocurridos durante la última década. En este contexto se distinguen dos concepciones diferentes: desconcentración y descentralización. Esta distinción puede resultar de utilidad a la hora de definir y clarificar líneas de acción para establecer políticas CyT integradas de alcance nacional, regional y provincial.
