The improper integration of traditional transportation modes with low emissions vehicles can generate a price war that reduces the service quality, undermining the efficiency and the profitability of parcel delivery operators. This paper aims to provide managerial insights to design a win-win strategy for the co-existence of traditional and green business models. In doing so, we adopt a multi-disciplinary approach that integrates a qualitative analysis through a Lean Business methodology, named GUEST, with a quantitative analysis based on simulation-optimisation techniques. This kind of holistic vision has received little attention in the literature. The first analysis investigates the parcel delivery industry with an emphasis on the main business models involved, their costs and revenues structures, while the quantitative part aims to simulate the system and extract sustainable policies. In particular, results highlight that in deploying mixed-fleet policies, the decision-makers have to focus both on the environmental sustainability that benefits from the adoption of low-emission vehicles, and on the operational feasibility and economic sustainability of the two services. In this direction, the paper suggests some managerial insights concerning the split of the customer demand between traditional and green operators, according to the classes of parcels and geographical areas of the city.

PT. X merupakan distributor suku cadang dengan 128 pelanggan untuk Kota Surabaya dan Kota Sidoarjo. Jumlah kendaraan pengirim yang dimiliki oleh PT. X adalah 15. Penentuan rute pengiriman yang dimiliki oleh PT. X dilakukan secara manual, berdasarkan pengalaman pengemudi. Penelitian ini bertujuan membuat sebuah model penentuan rute dengan biaya minimum dengan mempertimbangkan waktu tempuh dan kapasitas kendaraan. A B S T R A C T Keywords:Evolutionary Algorithm HFVRP with Time Windows Rute Vehicle Routing Problem PT. X is a distributor of spare parts with 128 customers for Surabaya City and Sidoarjo City. Number of delivery vehicles owned by PT. X is 15. Determination of delivery route owned by PT. X is completed manually based on driver experience. This research is to make a model of determining the route with minimum cost by considering the travel time and the capacity of the vehicle. Model formation is accomplished in accordance with the PT X policy that each colleague can only be served by one vehicle and the maximum shipping time of 7 hours. The model formed is Heterogeneous Fleet Vehicle Routing Problem with Time Windows (HFVRPWTW). The settlement method used is Evolutionary Algorithm (EA) by reviewing 3 cases. The number of vehicles decreased by the model is with an average difference of 1.67 vehicles. The shipping cost generated by the model is lower than the company for case 1 of 3,155 IDR and case 2 of 25,005 IDR. X di Kota Surabaya dan Kota Sidoarjo sebanyak 128 pelanggan. Pengiriman suku cadang yang dilakukan PT. X menggunakan kendaraan operasional perusahaan yang berjumlah 15 kendaraan.

The paper describes proecological solution dedicated for organizing logistics services in urban areas. Proposed solution is based on cross-docking processes combined with consolidation centres. Authors proposed new method of estimating economic and social benefits from implementing centrally managed cooperation of logistics operators using common city consolidation hubs. Developed mathematical model bases on Vehicle Routing Problem (VRP) with vehicles of different types, limited loading capacities and multiply depots characterized by limited throughput. Proposed approach was supported by case study of integration of distribution processes in Warsaw (Poland) performed by three medium-size logistics operators. The central management of distribution was investigated in variants assuming using existing warehouses and with new configuration of logistics network developed with using SIMMAG 3D tools. As it was proved for analysed case, total costs of distribution in the city after implementation of centrally managed distribution were reduced by 8.1% for variant with current depots and by 26.5% for variant with new logistics network, while emission of carbon monoxide (CO) was reduced respectively by 7.8 and 16.7%.
