Modern trends of trade-economic relations of the countries within the COVID-19 pandemic have been systemized in the development of mutual relations in particular economy sectors have been identified. Direct connection between the increase of export volume to China and Ukraine GDP growth has been established in the study based on the correlation-regression analysis. Weaknesses and strengths as well as opportunities and threats of mutual relations within the pandemic have been defined. The influence of the world crisis, creating a free trade area, and other factors on foreign trade circulation between Ukraine and China have been studied with the tools of empirical gravity model of international trade. Foreign trade circulation up until 2022 with and without creating a Free Trade Area has been forecast based on the modelled data. Perspective directions of trade-economic relations have been defined; the strategy of extending the trade-economic integration of Ukraine and China within the COVID-19 pandemic and in post-pandemic time within customs tariffs liberalization, intensification of symmetric interdependence and complementarity between the countries, within creating a free trade area, diversifying trade turnovers, overcoming the pandemic, reduction of crisis consequences, and strengthening cooperation in new industries of post-pandemic time has been grounded.

The article aims to develop the methodological base for study and substantiation of homeostatic mechanisms of control of stability of managing systems in the conditions which is implemented according to the sustainable management concept. The article describes features of main types of homeostasis of managing systems (evolutionary, structural, resistant, system homeostasis), their hierarchical closed interrelation and inherent specific and predictive administrative properties. The following is herein substantiated: conditions of homeostasis generation and realization of specific effect of mechanisms and, respectively, regulators of adaptation of managing systems to external and internal transformations; directions and methods to form resistant, to institutional and resource restrictions, complementary managing complexes. The article states that the combinatorics of homeostasis controls includes stabilizing, inertial, adaptation, organizational and economic, kinematic, cybernetic, alarm, cognitive information, reparative, regenerative and other types of controls. It emphasizes that the complex of mechanisms to ensure self-regulating properties of systems must be focused on support of their adaptation abilities to external and internal transformations. Taking into account four-level structural hierarchy of homeostatic properties, the article substantiates the possibility of ensuring adequate design of regulators for their consolidation according to priority objects of tools and events localization.

The article is devoted to the directions natural resources reserves formation basis on inclusive development of the territory. We consider the definition of natural resources reserve use, which unlike common understanding reserve includes the related services provided to meet the requirements of inclusive growth. The expediency of natural resources reserves use forming is considered on the example of therapeutic muds of the Kuyalnyk estuary. Today, there is a lack of funds for infrastructure development needs for state and communal enterprises that carry out their activities on the natural resources using. Such situation has developed at the state importance Kuyalnyk resort in Ukraine. Having all the natural importance competitive advantages the implementation of health activities using the therapeutic mud of the Kuyalnyk estuary, economic activity in the area is declining due to lack of funds for infrastructure development. The problem solution is possible through the natural resources reserves formation for their further use on inclusive development base. The option principle can apply in reserves of use formation, which makes it possible to calculate the break-even point. It is also necessary to pay attention to the standards for calculating tax liabilities and their further redistribution to the needs of territorial development.
