A estratégia de pacificação envolve um primeiro momento de ocupação militar, um segundo de instalação de uma unidade de polícia permanente no território e um terceiro que trataria de estabelecer um diálogo entre os atores sociais e canalizar as demandas para a rede de políticas. “…The UPPs leave the lines that divide the city unchanged in their content, even reinforcing the city's symbolic segregation (Fleury, 2012). They make the drug factions, the criminals and the spaces associated with them hypervisible, instead of tackling the sociability patterns and 'Othering' processes that take place between the city's spaces and their respective residents.…”

“…These kinds of programmes represent an easy way to create a political consensus between the local population and, in Rio de Janeiro's case, international public opinion. Scholars (Barbosa 2012, Cano 2012, Fleury 2012, Machado da Silva 2010 have criticized the idea that the UPP is a community policing programme, arguing that it fails to meet the majority of criteria that characterise community policing philosophy, such as developing strong relationships with the community, ongoing consultation, dealing with concrete security issues and being proactive rather than reactive (Frühling 2012, 78). Principally, as Barbosa (2012) pointed out, there is no active engagement on behalf of the residents in maintaining the 'security and order' imposed by the arrival of the BOPE nor is the community actively involved in the subsequent UPP patrolling of the territory.…”

“…Favelas in Rio de Janeiro are undergoing rapid changes, and new organisations and relationships are beginning to appear. This is largely as a result of the Rio de Janeiro government's policy of 'pacification' -a strategy to occupy the favelas formerly controlled by drug dealers, aimed at extending citizens' rights (and duties) in these areas (Fleury, 2012).…”

“…In this changing environment, new organisations and forms of relationships, both inside the settlements and between them and the rest of the city, are appearing. In some places, such as Brazil, the starting point of this transformation has been the set of actions known as 'pacification' -the effects of which are still being evaluated (Fleury, 2012).…”
