This paper sheds light on the role of non-governmental/civil society organisations, as well as the United Nations High Commissioner for Refugees, in the externalisation of migration management in Tunisia and Egypt. These organisations are involved in migration-related activities, which, from the externalisation perspective, should prevent people from attempting the sea-crossing to Europe, thus immobilising them in North Africa. The paper is an ethnographic border regime analysis drawing on extensive fieldwork. It shows that European Union-externalisation is not a univocal and smooth process. Instead, externalisation is entangled in a complex network of actors and dynamics. Measures meant to support externalisation may produce effects contrary to those envisaged, whereas practices accomplishing externalisation goals may be in fact the result of internalisation. By analysing the various actors in their diverse practices and in their-sometimes conflictual-relationships, the paper also tries to minimise state-centrism and Euro-centrism in the study of externalisation.

La loi contre le trafic illicite de migrant•es au NigerÉtat des lieux d'un assemblage judiciaire et sécuritaire à l'épreuve de la mobilité transnationaleAlizée Dauchy 1 Ce texte s'intéresse à l'application de la loi 2015-36 contre le trafic illicite de migrant•es dans trois villes du Niger (Zinder, Agadez et Niamey). Il aborde l'application de cette loi en s'intéressant de près aux vécus des principaux concernés, les passeurs interpellés, et au travail quotidien des agents de l'appareil judiciaire nigérien et de ses soutiens extérieurs via les canaux de coopération au développement dans les domaines de la justice et de la sécurité. Il discute l'application de cette loi à partir des processus de traduction menés par des acteurs hétérogènes et présente la loi comme un assemblage d'éléments judiciaires et policiers. L'article interroge le rôle de cet instrument dans la lutte contre l'immigration irrégulière vers l'Europe mais aussi au regard de la multiplication des pratiques sécuritaires qui associent le trafic de migrant•es à la lutte anti-terroriste, dans une mission plus large de renforcement des capacités de l'État nigérien.This article analyzes the anti-trafficking law adopted in 2015 in Niger through interviews with people arrested in three cities (Zinder, Agadez and Niamey). It presents personal stories and the daily work of Nigerien judicial authorities in relation to their external support and cooperation with actors in the field of international justice and security reinforcement. I discuss the ongoing heterogeneous processes of translation between international, European and Nigerien stakeholders, who adopted this law as a legal and security assemblage. Beyond its function of fighting against irregular migration towards Europe, the law also frames migration as a security threat in relation to terrorism and is, as such, part of a larger strategy for the State of Niger to strengthen its authority.

Recent work on borders has tended to overlook border control actors, practices and rationalities in West Africa. States in this region are considered origin and transit countries for irregular migration, and the Sahel region that they straddle is widely seen as an emerging haven of terrorist activity. This article discusses one response to these migration and terrorism threats by the Islamic Republic of Mauritania: a programmme to build new border posts with help from global partners that include the European Union and the International Organization for Migration. The article builds on Bourdieusian approaches in critical security studies, but draws on concepts from actor-network theory to account for the heterogeneity of border control actors and the mobility of different knowledges about how to control borders. Drawing on ethnographic research in Mauritania, the article discusses four ‘actants’ of border security: the border posts, the landscape, the biometric entry–exit system and training practices. Throughout, the article highlights field dynamics of competition, cooperation and pedagogy, also emphasizing the role of non-human agency. The article concludes with a reflection on the link between border control and statebuilding, suggesting that this fusion is a broader paradigm of security provision in the global South.
