Response of Millennial Muslims to Religious Minority Groups in Indonesia

Religious minority groups have historically been positioned as the trigger for religious and social disharmony. This paper aims to explore the millennial Muslims’ basis for their positioning towards minority groups in Indonesia. The data collected through questionnaires, interviews, and document studies were analyzed and then converted into narrative form, tables, diagrams, and charts. The findings show that there are two millennial Muslim responses towards religious minority groups. First, some are responding with acceptance of non-Islamic affiliated minority groups. Of the 412 surveyed respondents, 280 or 67, 96% stated their acceptance based on the juridical-constitutional reason that every citizen has the same rights and obligations, including the rights to live and obey the law. Representing the second millennial response, most respondents also rejected Islamic-affiliated minority groups. 383 respondents (93%) stated this rejection noting that they believe in the existence of these groups damaging Islam’s image. The different forms of response are based on theological, juridical, and cultural reasons that can be found in religious arguments, legislation, and values of the local wisdom of the Indonesians. This study proposes the need of building better understanding among millennial Muslims regarding social diversity in Indonesia, and finding common ground for these differences that can be applied to avoid religious conflicts in the future.

Ahmadiyya is a sect that was opposed by the MUI through a Fatwa in 2005 and the goverment with SKB No. 3 of 2008 with the hope that the Ahmadiyya Congregation and the opponents understand each other and resolve the chaos. But in reality, between 1998 and 2018, violence still occurred. This study aims to describe the role of the NTB National Unity and Politics Agency (Kesbangpol) in resolving the Ahmadiyya Congregation conflict to achieve national security. This study uses a qualitative research methodology. The subject and object of research are the Province of NTB, conflict, and conflict resolution carried out by the NTB Kesbangpol through direct interviews and documentation. The results of this study indicate that the NTB Kesbangpol made various role, namely: (1) Before the conflicts, focused on meeting with Belief Monitoring Team, Religious Leaders, Community Leaders and Ahmadiyya Congregation to detect and discuss conflicts and also establish forums to coordinate and SKB socialization. (2) During the conflicts, focused on stopping violence in collaboration with the police and localizing the Ahmadiyya congregation to a safer place. (3) Post-conflict, focused on preparing facilities, infrastructure, fullfiling human rights, and forming an Early Alertness Program to minimize similar conflicts from reoccurring. The role played by the NTB Kesbangpol has shown negative peace and positive peace. However, the Ahmadiyya Congregation conflict has not been fully resolved, so the Kesbangpol of NTB must establish a Working Group for the Acceleration of Conflict Management and engage in massive community education about the SKB.

Potensi konflik dalam masyarakat hetereogen bukan hanya terjadi antar agama saja, tetapi juga dalam hubungan intra agama, yakni antar kelompok seagama yang berbeda penafsiran ajaran. Antara Muslim-sinkretik - yang mempertahankan adat leluhur disamping Islam - berhadapan dengan kelompok Muslim yang lebih puritan. Antara Islam arus utama yang dominan dan sekte sekte atau aliran Islam lainnya yang menemati kedudukan minoritas, seperti Syiah dan Ahmadiyah. Kemajemukan membelah dan menempatkan masyarakat dalam katagori mayoritas dan minoritas. Persekusi, diskriminasi, dan marginalisasi yang dialami Ahmadiyah dan Syiah di Indonesia, serta Rohingya di Myanmar memberi gambaran wajah minoritas Indonesia yang menyedihkan (sad picture). Gambaran ini bukanlah satu-satunya representasi wajah minoritas di Indonesia. Beberapa kelompok minoritas tertentu di Indonesia menempati posisi relatif menguntungkan. Mereka menikmati keminoritasannya dalam hubungan dengan mayoritas tanpa tekanan dan paksaan. Kajian ini berusaha mencermati sisi lain dari wajah minoritas Indonesia yang bisa hidup berdampingan dalam koeksistensi damai dengan mayoritas seperti halnya minoritas Hindu-Bali di Lombok. Studi ini melihat minoritas dalam dua wajah yang berbeda, yaitu minoritas yang memiliki posisi kurang menguntungkan (disadvantage position), dan minoritas yang relatif mempunyai posisi yang menguntungkan (advantage position).
