This paper addresses the question of how current group decision-making systems, including collective intelligence algorithms, might be constrained in ways that prevent them from achieving general problem solving ability. And as a result of those constraints, how some collective issues that pose existential risks such as poverty, the environmental degradation that has linked to climate change, or other sustainable development goals, might not be reliably solvable with current decision-making systems. This paper then addresses the question that assuming specific categories of such existential problems are not currently solvable with any existing group decision-systems, how can decision-systems increase the general problem solving ability of groups so that such issues can reliably be solved? In particular, how might a General Collective Intelligence, defined here to be a system of group decision-making with general problem solving ability, facilitate this increase in group problem-solving ability? The paper then presents some boundary conditions that a framework for modeling general problem solving in groups suggests must be satisfied by any model of General Collective Intelligence. When generalized to apply to all group decision-making, any such constraints on group intelligence, and any such system of General Collective Intelligence capable of removing those constraints, are then applicable to any process that utilizes group problem solving, from design, to manufacturing or any other life-cycle processes of any product or service, or whether research in any field from the arts to the basic sciences. For this reason these questions are important to a wide variety of academic disciplines. And because many of the issues impacted represent existential risks to human civilization, these questions may also be important by to all by definition.

As society evolves, moving forward into the realms of Industry 5.0, it is imperative to develop a robust collaborative talent management model that can endure external crises such as the recent Covid-19 pandemic. Despite the antiquity of collaborative practices—traceable back to early human societies—both practitioners and academics have frequently focused primarily on exploring the catalysts for collaboration, often neglecting to provide a holistic conceptualization of effective human collaboration. In alignment with the Sustainable Development Goals, this paper endeavors to critically review and delineate the evolution of talent management and collaborative intelligence literature. Employing a systematic review methodology, this study aims to formulate a novel framework for collaborative talent management, drawing upon the principles of a collaborative intelligence mindset, and to suggest avenues for future research in this domain. The findings propose the employment of collaborative intelligence through a mindset perspective as a means to bridge the literature gaps identified in areas such as interdisciplinary and cross-sector collaboration, digitalization and artificial intelligence, collaborative leadership styles, and performance measurement within the field.

Territorial Intelligence, a Collective Challenge for Sustainable Development: A Scoping Review

Territorial Intelligence is a practice devoted to obtaining, analysing and valuing information and knowledge about a territory and its environment to design and implement territorial plans on strategic matters. The purpose of this article is to provide a broad overview about the meaning of Territorial Intelligence in academic literature covering the definitions of the concept and the main topics involved. A scoping review following the PRISMA-ScR method has been carried out. Online databases were used to identify scientific articles and theses published between 2000 and 2020, from which, after screening, 33 key documents were selected, mainly of French origin. Qualitative analyses were performed following the technique of the Seven Key Questions (7W). Territorial Intelligence began in France as an application of Economic Intelligence, but it is becoming an autonomous discipline, expanding to other countries and generating specific applications, such as Tourist Intelligence, in the last decade. It is concluded that three elements characterize current Territorial Intelligence: the consideration as a collective process that involves the participation of multiple agents, the integration of external sources of information with territorial agents’ own internal knowledge and a focus on collaboration to promote sustainable development with a global vision.
